Please find the attached ASAP Safety Plan Template. This is issued by LL as a “pre-approved” template for ASAP Plans… also see the communication below – it helps to outline the hows and whys of the ASAP process…

You can upload safety plans NOW – if we do it NOW and get all leagues qualified by April 1, the District gets a rebate… and we can use it to purchase banners, trophies, etc…and to help offset District costs…

Welcome to the 2022 season!
First I would like to make the disclaimer that no official deadline dates for ASAP have been announced. All dates listed below are based on last years dates. As soon as they are announced I will update them. Typically the DATA center will let league’s upload safety plans starting December 1. The information is for all of you and your leagues that would like to get a head start on safety plans.

Our Region Goals:
~Implement high level safety structure across the regional program.
~ Every chartered Little League in the Western Region to have a fully approved Safety program by April 1, 2022 and qualify for the League early incentives $$$. (this includes uploading rosters)
~ Every District to achieve the District Incentive by having 100% early submission $$$.

Communication is the key to getting every league to have a approved Safety plan. Some ways that you can help is to require your leagues have an approved safety plan before they can interleague; host district tournaments TOC, All-Star and any special games. Remind leagues that they must have an approved safety plan to host any tournaments above the district level. Best of all, leagues that meet the early incentive deadline will get FREE money back from their charter/insurance.

Involve your District Safety Officers: The DSO should be the lead on  your league’s safety plans. DSO should help leagues with the following:
1. Help leagues create and implement a safety plan.
2. Follow up and track deadlines.
3. Review leagues safety plans.
4. Involve the leagues player agent and let them know that they are required to upload player data by the April 15th dead line date. This is requirement 14.

Attached is a sample of our 2022 Western Region Safety Plan. Feel free to make your own or use this one. Do not take anything away from this safety plan but feel free to add to it. This plan covers the minimum requirements. Paper copies of your league’s safety plan are mandatory to be handed out to each team. Post your final version on the leagues web page.

Page 1: Add your league name and league ID
Page 2: Add your league name and 2022 board of directors contact information
Page 3: Add Emergency phone numbers, hospitals, and neighboring Quick Care Centers.
Page 7: Add the league’s training dates, times and location.
Page 9: To answer a frequent question… League’s that do not have a concession area still need to include requirement 9. Please leave it in.

Page 15: Requirement 14… League are required to submit player, manager, player data for final approval on all Safety Plans. Please follow up with your leagues. APRIL 15, 2022 is the deadline for roster uploads for districts and leagues to qualify for early submission.  
Page 16: Requirement 15 Little League will require leagues to answer survey questions during the upload process in the Data center. 

Now that you have the league’s safety manual completed… (this will take 10-15 minutes)
1. Print out a copy to use as reference.
2. Go to the Leagues DATA Center. (League Safety Officers your league President should have sent you log on access)
3. Start the upload process. It will prompt you for page numbers and training dates.
4. Answer the two questions required in requirement 15.
5. Click on the leagues facility survey (5 pages) review it, make any changes, save it, and submit! BAM you are done!

REQUIREMENT 14: Safety plans are not fully approved until the player registration and rosters have been uploaded. This will be needed to complete the last requirement so please make sure your player agent uploads rosters. Please follow up with the league’s player agent and verify that he/she is uploading player and volunteer registrations after every sign up date. April 15, 2022 is the deadline.

Background Checks: Please make sure the league’s JDP account is set and ready to go. All of the leagues should have background checks on the board members done by now. Please follow up and make sure this has been done.
Concussion Policy: Please review the specific concussion laws in your state. The WR Safety plan does cover the majority of the states written policy. It is up to each league’s board of directors to know what the concussion law is in your state. Every state has one.
Concussion Training: This is mandatory for all volunteers to do annually. CDC has free on line class that takes about 25 to 30 minutes. It is a state law. It is a requirement of all volunteers to do. The league is required to keep a copy of the volunteers certificate on file. I attached my completion certificate for reference. Two web links are below.

USA Sport abuse awareness: Compliance to the SafeSport Law is mandatory but the Abuse Awareness training is highly encouraged right now, not mandatory. It’s only mandatory at the tournament level. Here are the links.
