WA LL Administrators, Board Members,
Passing this on to you, some good news on opening up of baseball and softball. I have been watching Jon Snyder along with the State Soccer Association on how we can safely start to have outdoor sports. I appreciate the work he has been doing to get the players back on the field safely. I am very encouraged that we will have a Little League season next year. Key is for our leagues to be in compliance with these guidelines.
Baseball and softball are considered Moderate Risk. Please completely read the information on the link below for the UPDATE: Sporting Activities (this includes a new update for school and non-school sports, youth and adult). For those countries in Moderate or Low Level County Activity category (listed below), games will be allowed to be played, please read the guidance around this for the rules around this. The City of Lynnwood has informed me that with these new guidelines in place, we can now use and reserve fields per the guidelines.
Tournaments are not allowed in Moderate Level Counties, are allowed in Low Level counties but only players who reside in those counties are eligible to participate.
MODERATE LEVEL COUNTY COVID ACTIVITY >25-75 cases/100K/14 days AND <5% positivity Attendance rosters should include group contact information. Each league, organization, or club must publish and follow a “return to play” safety plan. Any practice or training activities that can be done outdoors should be done outdoors. Scrimmage, intra-team competitions, and league games allowed for both low and moderate risk sports. Scrimmage, intra-team competitions, but no competitions of any kind against other teams, allowed for high risk sports. No tournaments allowed. No spectators allowed except for one adult parent/guardian/caregiver for each minor-aged participant allowed. Spectators must maintain physical distance of at least six (6) feet between each person. No spectators allowed for participants 18 and older.
LOW LEVEL COUNTY COVID ACTIVITY <25 cases/100K/14 days AND <5% positivity Attendance rosters should include group contact information. Each league, organization, or club must publish and follow a “return to play” safety plan. Any practice or training activities that can be done outdoors should be done outdoors. Scrimmage, intra-team competitions, and league games allowed for low, moderate, and high risk sports. Tournaments allowed. All teams and individuals participating in tournaments must reside in low level COVID activity counties. Spectators to follow current gathering size limit in the Safe Start Plan. A prohibition on tournaments for sporting activities does not include postseason, playoff, state or regional championship competitions sanctioned by a statewide interscholastic activities administrative and rulemaking body that oversees competition in all counties in the state.
This is effective immediately.
I will be recommending to my leagues to look at the examples of Return to Play Plans that can be found on the LL web site to use. - https://www.littleleague.org/player-safety/coronavirus-update/season-resumption-guide/best-practices/organizing-playing-watching-games/new-resources-and-updated-guidance/
Looking forward to getting back to playing,
JP

Subject: Outdoor recreation guidelines issued today 10/6/20 LINKS
All,
Two guidelines were updated today and one new guideline was issued:
NEW: Outdoor recreation: running, biking etc..
UPDATE: Recreational Activities (this includes a new update to water recreation and pools)
UPDATE: Sporting Activities (this includes new update for school and non-school sports, youth and adult)
Now that these have been posted they become effective immediately, or as soon as businesses and organizations can comply with all the requirements in the guidelines.
The Sporting Activities guidance does not open all team sports around the state at this time. This guidance uses a new metric that is the same as school reopening guidance: cases per 100k, for the last two weeks combined with the positivity rate of testing (<5%). Counties must meet both metrics in order to be in the moderate or low risk county COVID activity classification. Please read this guidance carefully.
Here is a link to the current COVID activity level data by county (click on the “Summary Data Table” link for county specific info):
