D8 does the assessments in the fall based on the previous 'regular' season chartered team counts.
They are due by Jan 1 with a few always going into Spring.  I haven't really had an issue with getting the leagues to pay their assessments, especially since I call out each month in our meeting what leagues still haven't completed certain tasks (Safety, Charter, payments, low numbers on background/abuse awareness, etc).  I use league peer pressure on a displayed status chart.  I haven't had to resort to withholding signatures or approval, and hope to never have to.

My leagues like to know in the fall so that they plan for the assessment as a part of their yearly budgets that they also set in the fall.

For the 2025-2026 season, we charge $60 per regular season team from the previous year, and that is because the majority of the All Star Tournament costs are bourne by the District.  We only charge the HOST league for combined teams.  Plus, the league Presidents have wanted District-level funds to cover some costs—like helping with some of the cost of sending teams to Regionals—we had 4 last year, costs for umpires to travel to State Tournaments and training, ....  The Presidents approve the District budget so they have direct say-so in the assessment fees.  For the 2024-2025 season, they proposed a higher assessment than I was even proposing.  Their decision, their vote.

I advise them in the Spring to ensure their regular season charters are correct for multiple reasons.  Also, most league guesstimate when Chartering opens for the season, and then make updates as things solidify.  Its usually a reminder in the Spring to ensure they keep it updated:

D6 I charge $45 (going to $50 in January) I send out the invoices April. If they don’t pay by the deadline I don’t sign affidavit tell they pay. In January I go over the previous years budget and show them again where all the money has gone and what’s been paid. From there I get there opinions but ultimately, the decision is the DAs on what to charge.  But the moral of my story is as I try to include everybody on the decision as well

I don't assess Challenger and I don't assess the subordinate league in a combined teams situation unless they sign up and register in both leagues. The leagues voted in $25 a team back in about 2015 after I asked for $15. I was able to build up a little reserve over that time, so I don't anticipate another increase for a few years, but it won't be me running it, so who knows. Nothing happens in my district to teams that don't pay on time. I rebill in October and let the new board/treasurer know they are behind. In January I talk to the league. My fear then is embezzlement or some other cash flow issue. The only penalty I could impose is to ban them from TOC and/or interleague, but I have never even threatened that because it would hurt the kids.
