Greetings ALL! Time for me to remind you about the "big push" For Little League District 13 for 2027... and to remind you about watching the Little League World Series! It started yesterday and Washington got their first WIN! Also behind the plate for the night game was Our Super Ump from Washington State, Dennis Williams. Washington State has a very good program for training up umpires, and Dennis is part of that chain of training... Anyway - he looked very profession in last night's games. Games start at 9:00 AM for the next couple of games on ESPN... great baseball! NOW for the reminder and tickle for our BIG PUSH for 2027... WE NEED TO GET OUR INTERMEDIATE DIVISION GOING IN DISTRICT 13!! What is "Intermediate" Division? Well it's the Division ABOVE majors. Players aged 11-13 can play Intermediate division play. What makes Intermediate DIFFERENT? Here is a list for why Intermediate is the next best step for playing Little League...: 1. The game is played on a larger field. * It has a 50' mound instead of a 46' mound like Majors * It has 70' base paths, instead of 60' base paths * The field is a minimum of 225' and a maximum of 275' * Second Base is 99' from home. 2. You can play "lead-off-steal" in Intermediate. In Majors, Runners cannot lead off. In Intermediate they can lead off of the bases. 3. There is a pitching "Balk"... With the addition of lead-offs, the pitchers now face a true "balk" when committing one on the mound. Same "Big League Rules" apply for a balk in this division. In Majors, it was just a "no pitch". So the penalty is real. 4. Pitchers in the appropriate age group (13) can now pitch up to 95 Pitches a day instead of 85 as with Majors. 5. There are District, State, Regional, and World Series play opportunities in this Division Finally, it helps to get an intermediate division going because it helps bridge the "Middle-School" to "High School" gap for baseball. Players can still play school baseball in this division if their Junior High or Middle School offers it and it keeps them playing in competitive baseball if the schools don't offer it. We need to get a bunch of players signed up next year for intermediate for other reasons as well. Here are some other reasons your league needs to get the Intermediate Division going: 1. It helps bridge the school gap if it exists 2. It's more competitive and plays more like High School and College baseball 3. If there are younger siblings then trips to the ballpark can be consolidated 4. It gives a growth path for players who want to try to get into their high school programs AND FINALLY This year (2027) District 13 is scheduled to host the State Intermediate Division Tournament. This means that you would have a team from the District that gets to play "at home" for their first outing to state. AND we get an automatic "first round bye". For tournament play, it wouldn't get any better than this. Other things to consider: 1. Intermediate Plays more like "Travel" or "Elite" baseball. 2. Competition is greater 3. Coaching requires a seasoned approach 4. Players are pressed more physically 5. There may be some travel around. Your players may travel to other leagues to play. This includes Idaho, Walla Walla, Yakima, Tri-Cities and Elsewhere. 6. As a DA I also relax the rules a bit so for instance we could set up conditions where your Little League team might play a Pony League team. This general change in approach gets the kids more life experiences, and more experience playing in different venues. If you sign your player up for Intermediate and your league doesn't have enough players to field a complete team, we can take those players and "combine" them with another league and your players can play as part of a "Combined" team with another league. There is definitely a way to get a lot of playing opportunities for these players IF there is a "will" in your league to get the division going. How do you make this happen in your League? Do this: 1. Talk with other parents about the idea of getting the "next level" of play going in your area. See how many players you can put together. 2. Approach your board about chartering the division 3. Offer to help your board do any of the following: * Offer to help coach or manage a team * Offer to volunteer to be a team parent (coordinator) * Offer to recruit other players * Become an official member of your League and speak at board meetings about the division and your goals in seeing it come to fruition. * Find Sponsors for your team(s) Keep in mind a league can has a many players in Intermediate as they can sign up. If you have 5 players or 50 players, form the team and lets play! This is the best year to do it because of the state tournament being in our backyard. Yes Little League plays SOFTBALL as well. And they have just about the same divisions as baseball...(T-Ball, Minors, Majors, Juniors, and Seniors). If you have a softball player, you need to get them in Softball in Little League. If your league is not offering softball, do the same things as above and let your board know that you want softball as an offering in your league). The softball program in District 13 is slowly growing and improving and we want more players there. In Softball they also have all the tournaments levels that mirror baseball. Minors play Districts and State, Majors and above can go all the way to a World Series. The problem in District 13 is we need about 3x as many teams as we have right now. So talk with your Board, get softball going. Most of the fields in the area can play both baseball AND softball, we just need the "Will" of the league and parents to want to offer it, and we need the same effort as Intermediate above... So talk with your board and get SOFTBALL going if your league doesn't have it. If you have questions, don't hesitate to ask... you can call or write the District Office and someone will have the information you are looking for to get started. This is the perfect time of year, and the perfect things to add to make your league more robust and provide something to your kids to make their sports experience better. Great Year for LL, what's next?

Hi All, Read this whole email to find out the "Big Push" for 2027!! I am just writing to thank all the parents that were part of the 2026 Little League Season. As we end our regular season and go into the International Tournament I wanted to let you all know who won what during the District Tournament held at Deer Park Sports Complex and hosted by Tri-County Little League. First Tri-County did a great job this year, especially considering they were a completely new Board and those folks had never done a District Tournament before. Each year we try to let a different league host the District Tournament, and this year they did a great job. Lots of good baseball and softball, and lots of fun! We also had more teams participating this year than in years past. We had a team from Pend Orielle Little League (Newport), who has not had a team in the District Tournamnt - ever! And they played very well in their debut! Champions by Division were: 8-9-10 Baseball ("Minors") - Liberty Lake (LLSV). 10-11 Baseball - Liberty Lake (LLSV) Majors ("Little League" or "12u") - West Plains Softball - 10/11 - West Plains And We are sending a Juniors - 14u Softball team to state - This is a combined team from North Spokane Little League and Tri-County - the ladies from those TWO Little Leagues got together to form a state team to go to the West Side and represent District 13. BIG PUSH FOR 2027 Our big push for 2027 is to establish an "Intermediate" Division for District 13. Little League's "Intermediate" Division is for ages 11-13. This Division plays on a bigger field, larger base paths, and some interesting rule changes The outfield fence is from 225-250 deep. That's bigger than the "Major's Division". Next the base paths are 70' instead of 60'. The Pitching mound is at 50' instead of 46' feet that the Majors use. Sometimes this is called "50/70" baseball because of the longer base paths and pitching mound distance. Another difference is the "Lead off Steal" rule. In intermediate you can lead off the base, whereas in Majors or 12u players can't lead off. The lead off makes pick off plays a real challenge. It also makes Little League more like "Big Baseball" with this lead off steal. Because there is now a "lead off" in the Intermediate division, pitchers are also held accountable for "balks". In the Majors division a balk is essentially a "no-pitch". In Intermediate it is a true "balk" and there are penalties that align with regular baseball balk rules. Pitch counts are expanded for the 13 year olds playing in the Intermediate division as well. A 13 year old can pitch up to 95 pitches per day they are pitching. And - Intermediate Division games are 7 innings, and not 6 like in Majors. So as you can see, the rules begin to change with the Intermediate division, and Little League starts to play more like the MLB! This division also has District, State, Regional, and World Series play in the International Tournament, so yes you can go to a World Series in Intermediates. What does it take to start an Intermediate Division in your league? WE NEED TO START NOW TO BE READY FOR 2027 INTERMEDIATES! * First, we need players ages 11-13 that want to play on the larger fields and expanded rules. Without players, it makes no sense to form a division of play in your league. So if your player has "aged out" of Little League for Majors they can continue to play with their friends in the Intermediate Division. Also, excellent 11 year olds can play, as well as any 12 year old. But what about someone who is 12 and wants to play both? * Second, ANY PLAYER CAN PLAY IN BOTH DIVISIONS (MAJORS AND INTERMEDIATE) At the same time. And they can qualify in either or both for All-Stars! They DO have to play in at least 60% of the games in their division to qualify to be a candidate for All-Stars, and they can't play in two tournaments at the same time (one as Majors and the other as Intermediate), but they CAN play both if their All-Star team is knocked out of the running in one division or the other. * Third, you need the Board to approve the division and offer it at registration time in 2027. Once the Board approves the Division, the players can sign up in Sports Connect. * Fourth, The division will need manager's and coaches to run the teams - so If you coached major's last year, and want to "up your coaching game", Intermediate is a great way to do that. * Fifth, Your League will need a place to play games. This can be done in many cases by "reposting" bases or having to sets of anchors for bases in existing fields. Also most any middle school field meets the distance requirements. * Finally, Intermediate is very competitive and gives the players a "Travel Ball" feel. Your league may choose to "travel" to other leagues, especially if there is only enough players for one team. Travel may be to Post Falls, CDA, Lewiston, Yakima, Tri-Cities, or just around Spokane to other leagues. More competition also means more opportunities to play. So if your player was wanting that "travel ball" experience, your league may elect to do just that! What would be great is if we had 2 teams of Intermediate from each league in District 13. That would make 14 teams, and they could all take turns playing each other around Spokane! That would mean about 20 players ages 11-13 from each league would want to play in Intermediates to get that level of local competition. (and remember, you can play in two divisions at one time!) So, please take the time to consider putting your player into Intermediate baseball. Encourage your league's Board to adopt a Fall Ball Intermediate program to give players the "feel" of playing on a bigger field. If your league doesn't have enough players signed up to form your own team, consider putting them in a "Combined Team" with another league. We can take players from two different leagues and make a team from those players. If you have questions about Intermediate, please call the District phone number at 509-995-4200 and ask, we want to help you get that Division going for your players! And as a final note, contact your league about "Fall Ball". Typically fall ball is no or low cost "fall season" that players can use to keep tuned up for the upcoming year. Fall ball is a great way to experience the "next division up" too... players can play with the players from the division they are going into next year to see how that feels... [Littleleagueparents] District Tournament Rules, Guidelines and Policy for Parents

All, Based on our last email, we have already gotten some questions. Here is the biggest question we get: Every year the District staff gets ... "Why is this game different than when we play in League play?"... and that answer is simple, not all leagues follow all Little League rules during the regular season, and there ARE different rules for the International Tournament, which the District Tournament is the first stage of that. One example is that there are NO time limit in Tournament play. This throws many people for a loop because in their league they have time limits... This is not a Little League rule. There are no time limits in Little League except for local curfews. In tournament play they have only the "mercy rule" that may cause a game to end before the required number of innings are played, not time. Be prepared to see different rules in some cases than what you are used to in your home leagues. You can find the Tournament Rules in the Little League Rule Book. Tournament notes can be found here: https://www.littleleague.org/downloads/tournament-rules-baseball/ This is the abbreviated version, but the longer version is in the Little League Official Rule Book, which is available in your favorite app store. There are other rules that are enforced at Tournament Time. These are: 1. No adults may warm up players once they take the field for warmups or game, or occupy the dugout, this is focused on pitchers. 2. No adults may be on the field with the players other than the managers and coaches officially on the team affidavit. 3. The official scorebook is the only scorebook that counts. Not one that a parent keeps in the stands. Same for the official pitch count. That comes from the scorers table not the count off the clicker of the coach or fan. 4. There is no communication with the players by parents or adults once they are in the dugout or take the field for warmups. 5. There is no communication with the players, coaches, or managers once the game starts by any persons outside of the dugout or field. This includes "electronic" communication (like texting, or through Game Changer). 6. There is only cheering from the stands and fans. Any "razzing", disruptions, cowbells, horns, noisemakers etc are not allowed. Only positive cheering is allowed. Opposing fans "attempting to disrupt the batter or pitcher" will be removed from the facility. 7. There is no "walkup music" unless provided by the Tournament host. 8. No alcohol on or in the stands, parking lot, or facility. 9. No Smoking except in the parking lot, or outside the facility. 10. No profanity, disparaging remarks to staff, umpires, etc will be cause for removal from the facility. All rules for Little League are there to promote fair play, good sportsmanship, and safety. Hi All, Tournament Time! District Tournaments Start TOMORROW! Woo Hoo! They are being held in Deer Park at the Sports Complex across from the high school. We look forward to seeing as many of you there that can attend. There are 3 baseball divisions playing and one softball, so we will have baseball or softball almost all week. Thanks to Tri-County Little League for hosting this year. Ashley, Jason and Rick are doing a bang-up job getting things organized. First game tomorrow is at 9:00 AM. There will be concessions, and great baseball for ALL. Come out and see the best youth baseball around. Winners in this tournament advance to state, who knows you might see your team on ESPN in August! Intermediate Division Also, I wanted to encourage all parents in all leagues to start thinking about talking to your local Little League board about the "Intermediate" division. This is a relatively new division in Little League that is designed to be played on a bigger field... called the "50/70" field. The Intermediate division is designed for more advanced or older players ages 11-13. This division allows for "Lead-off Steal" - so players can "lead off" of bases. It also has the "balk" (which is where a pitcher interrupts their delivery of pitch) and the penalty for that is runners are awarded a base! Pitch counts are higher and the field is different. The field has a 50' pitching mound, 70' base paths, and 225-250' fences. So it is far more competitive and plays more like "Big League" baseball. The reason I am bringing this up now is it gives those players aging out or wanting more "competitive" baseball a place to go and stay within their league, playing with and against their friends. If leagues start planning for Intermediate NOW, they can be ready in the Spring, or even fall-ball to get those Intermediate players in shape for the season. Leagues require resources like fields, managers, coaches, and more to make a division work, so also be ready to help your league get start and run an Intermediate division. Be a volunteer! Help out and make intermediate play possible in your league. On this same note, District 13 COULD BE the host for Intermediate STATE Tournament in 2027, which means any league that does start intermediate has a great chance of going to state and not having to travel out of the area to do it! League Expansion It's been a goal here in District 13 to expand the reach of Little League in our area. Our boards have done a great job, and we have seen steady growth in numbers of players since 2018, and I for one am proud of the work the District Staff and the Leagues have done in this time frame. We have crossed the 3000 player mark in our leagues, and are well on our way to 4000 players. Now we need to look at the towns where Little League is not established. We could use YOUR help in finding people that want to start leagues in towns that are in our District. To that end if you know anyone in Chewelah, Colville, Kettle Falls, Moses Lake, Ephrata, Omak, or other towns, east of the Cascades and North of I-90 we would like to help them get a Little League started in their town. Many of these towns have "Youth baseball", but the are not affiliated with Little League and do not have the playing, education, or interaction opportunities that Little League has. [Littleleagueparents] Districts, All-Stars, and More Little League!

Greetings all! We at the District Level are SO excited to announce our upcoming District Tournament - It's June 20-26 at Deer Park Washington, Tri-County Little League hosting!! District Tournament is played each year at the start of the Little League International Tournament which ultimately ends in a World Series for ages 12 and up. Both softball and baseball tournaments are played to select the best teams to go to State, Region, and eventually a World Series. The age group 12 (Majors or "Little League" division is the one you see on ESPN each year in August!). There are State level tournaments for ages 8 years old and up after Districts. 12 year olds go on to play in Region and World Series Tournaments. We don't have the schedule up yet as we are still collecting the information on which leagues are sending which teams, but we hope to have that posted on our website (https://www.wadist13ll.org ) next week. How do they select "All-Star Teams"? [cid:image002.jpg@01DCEC37.9B056250] One question we get every year is "How are All-Star Teams Selected?". The All-Star team is the team the league sends to District Tournament each year for whichever divisions they choose to send. First, keep in mind it is the local league which determines which teams and divisions they send to Districts. It depends on the number of kids who wish to play during the tournament cycle (You could be playing baseball all summer!), and which coaches and managers can commit to that kind of schedule. The "International Tournament" starts with Districts, and depending on division, and how well your team does, they could be playing into August! Teams under 12 years old generally stop at "State", and 12 and above in both softball and baseball can go all the way to a World Series. To be selected to all All-Star team is an honor for any player, parent, manager, or coach. It means your league, your neighbors, and your community think you can represent the league in the most positive light. Notice I didn't say "The best players", although the All-Star team is usually about picking the best players, it is also about picking the best sportsman-like players, and managers and coaches who put the kids first, AND have good managing and coaching skills. Little League is about building community and teaching positive life lessons to players. So, what is the selection process for All-Stars? It can vary, but it is always the responsibility of the local league to select the players. Some leagues have a board that selects the Manager, who then select the players and assistant coaches. Other leagues have tryouts and a combination of Board and Managers select the team. Other leagues have the players in the division (Majors, AAA, etc) vote and they pick half the team, and the manager/board pick the other half. It's amazing to me each time when I see this method that the players always select the right team mates to the team. The kids know who is best and who is the best "sport". But it is ultimately the responsibility of the local league to pick the players that go to the All-Star team in whatever method they choose. There is no "single prescribed method". Once selected, you can expect YOUR PLAYER to have tons of practice, traveling to other locations to play, and lots and lots of "team time" as the manager works to congeal a team into a Tournament Team that represents their league proudly. In some divisions, a league can also put more than one All-Star team into the tournament into a division bracket. You can also have your player play in two different divisions (There are rules about all that, BUT, it is possible!). And, at All-Star time, it gets very competitive. Extremely competitive. In fact, I have had "travel ball" and elite coaches who dominate on the travel ball tournament cycle, tell me they were not be able to win a Little League International tournament schedule. They find out quickly that although Little League is about building up players and developing community, it can also be the most competitive youth baseball that exists when it comes to tournament time. State Tournament and Beyond We will most likely have the following divisions playing in our District Tournament for 2026: Baseball 8-10 (Minors), Baseball 10-11, Baseball Majors/Little League (12u), Softball 8-10, Softball Majors, Softball Juniors. Although the schedule is not final, this is the "talked about" groups. If you win at Districts, you are then slated to play in the state tournament for your division. All the above divisions have State Tournaments These tournaments are played throughout the state with each District working with a host league in their District. This year, our District has a "bye" year and we don't host any tournaments. Next year 2027, we are scheduled to host the State Tournament for "Baseball Intermediate" which is 11-13 year olds! WE don't have any teams in this division yet, so talk to your boards about setting up 2027 to play Intermediate Baseball and follow those players after they finish the 12 year old Major's division. TO find out where YOUR division is playing State you can go here: https://www.littleleaguewash.org - they have all the host districts, towns, and leagues hosting the State level tournament. If your players is not Majors or above, they stop at State; if 12 or above they go on to regionals and have a world series in their future. Tournaments for State this year begin right around the 4th of July! >From State, we go to Region, which for baseball (ages 12 and up). Regional tournaments are held at different states, and the schedules and location for that and world series venues and schedules can be found here: https://www.littleleague.org Getting Ready for summer play, fall ball, and 2027 After the tournament cycle begins, and some teams get eliminated, it's often the case that those teams take off their Little League shoulder patches and play the summer ball "travel ball schedule", and play in travel ball tournaments. This is completely acceptable by Little League, in fact we in the District encourage this kind of "post tournament" schedule for Little League players as it gives them more "reps" and exposure to other players, venues, and situations in baseball... This enriches next years Little League experience. So if your team gets eliminated at Districts, take those patches off and get your coach/managers to keep those kids playing all summer! If you win at Districts, it's off to State! Many leagues will offer fall ball too, so talk to your board members about fall ball. That's a non-competitive effort put on by many leagues to get new players, or inexperienced players more chances to improve their baseball skills. It usually plays Sept-October time frame and is a great time to get those skills sharpened up! Intermediate Division Each year we get asked about who is sponsoring Intermediate division in your leagues. We encourage ALL leagues to get their Intermediate division going for two reasons: 1) IN 2027 District 13 will be the host of Intermediates in Washington State. 2) It allows players that are "aging out" of Majors (12u) to continue playing with their friends and community past age 12. Little League actually has divisions that go up to age 17! (Juniors and Seniors are the next 2 higher divisions after Intermediate. ) We had a lot of questions about Intermediate division this year, but never did have a league step up and put together an Intermediate division. I want to encourage you to talk to your boards and get your league to start an Intermediate division for you "older" players! IT's a great division with "Lead off steal", balks, and higher pitch counts, and a bigger field! It's often called "50/70" baseball because the pitching mound is at 50' and the base paths are at 70'. The outfield fence is between 225 and 275 feet! Hi All, We at District 13 Little League are so excited for the upcoming year! We are looking forward to increased numbers in our registration cycle (it's looking pretty good!) and wanted to talk to parents about the upcoming season and processes in Little League. This all good info and is going to be put up on the District website within a couple of days. Read the whole email, it's good! AND DON'T FORGET - NOW IS THE TIME TO GET ALL YOUR FRIENDS TO REGISTER TOO!!! First is Registration This year is the first year that there is a complete end-to-end registration process that is centralized and online for Little League. This makes it easy to sign up your players and the registration system Little League International has implemented is set up so leagues can manage their players, resources, and provide the families better service and clarity in their Little League careers. Little League registrations usually go on through the end of February, sometimes into March, and several in our area begin as early as last December! Check the district website if you don't know who to talk to in your area about teams, coaching, costs, etc. All the leagues are listed there. Get registered early AND pitch in and VOLUNTEER WITH YOUR LEAGUE. Little League is a community that bands together to teach life lessons through baseball. Be a part of it. You have valuable skills and input even if you don't know the first thing about baseball... Additionally a couple years ago, Little League changed the rules on what you can do within and outside of boundaries as far as which league you can affiliate with. If you are league age 7 or under, you can choose any league you like to play in, not necessarily the one whose boundaries you live in or go to school in. When you turn league age 8 you need to pick a league to stay in, but before that you can technically sample them all! Also siblings can follow a younger player. So if you have an older sibling player and they want to play in the same league a younger player is playing in, they can! Next is the "Tryout" System in Little League Tryouts are usually reserved for those going into the "Major" and above division. It is MANDATORY for all Major's players. Majors are usually ages 11-12, but sometimes 10 year olds have been played "up". Either way, every manager in Little League that is in the Major's division has the opportunity to see each player being added to the major's roster go through a tryout. The way it is typically set up is that all players are assembled on a given day or days, and they run through a series of skills and drills with the managers and coaches grading their performance. These scores are kept confidential and managers and coaches are not supposed to share their evaluations with anyone other than the Player Agent, or the Board of Directors. After draft, all these records should be collected by the Player Agent and destroyed. Some leagues also have tryouts for the next level down which is the 8-10 year olds. These are not mandatory by Little League International, but are sometimes required by the local leagues, and they have the right to implement that rule. The Big Step is the Draft Many leagues draft players as young as age 6 but most draft the 8-10 division (sometimes called "Minors") and ALL Leagues have to "Draft" the Majors and above divisions. The "Draft" is done when players are selected on to a team. This is supposed to be done in secret, with no details of the draft provided other than who was selected to a team. This process is managed by a Board Member called the "Player Agent". The Player Agent's job is to make sure the draft is fair, and the Player Agent is there as a represented of the player. Not the league, not the Manager, not the Board, but the Player's interests are in the hands of the Player Agent. The Player Agent Role in a league may be divided up by different Board Members tso there is one for Baseball and another for Softball. That's completely OK. But the Player Agent's job is to know EVERY Player and help them get into a situation where they can have the best Little League experience possible. Next is the style of the draft. There are "Three Styles" in the Little League manual for draft selection type. One we nicknamed "Fresh Draft", another is "Legacy Draft", and the third is "Blind Draft". All are allowed in the rule book. In the "Fresh Pick" style all teams each year are disbanded, and redrafted with no players on the roster when the draft starts. That means each team gets shuffled each year. This has some really good points to this method. The Legacy Draft is also a good way to do things. It allows players from "Last year's team" to be brought forward to the new year and they are placed on the roster automatically. These players are placed at the BOTTOM of the roster thus forcing the manager to have their first few rounds where they pick players but then the later rounds they cannot because that pick slot is full with last year's player. This builds "legacy" teams, and allows managers to coach the same kids that they worked with the year before and provides some consistency in their player development. The "Blind Draft" is exactly that... all the players are randomly just picked from a hat. On Draft Day (or night) all the managers for the division (as an example "Majors") are gathered in one room with their tryout evaluations and a master roster of players. In some leagues, they let the manager with the worst record from the previous year go first, in others, it's a coin toss, or pick a number out of a hat to determine who gets first pick. Then each manager selects a name to their team that they want. There are Specific Rules for picking players! The Player Agent and Board are responsible for enforcing the Draft Rules. Here are SOME of the Draft Rules (As delineated in the Little League Rule Book) : 1. There may be only 8 - 12 year olds on a Major's team (unless it's All-Stars). If a Legacy team has 8 already from the previous year, any remaining openings in the roster must be filled with players younger than 12 unless none exist in the league. Thus a manager of a Legacy team must take his first picks with 11 year olds if they already have 8 - 12 year olds on a team. 2. No one may take 2 picks in a row. You may only pick one player per round, and no one may take 2 players in a row during a single round, unless all slots for other managers have been filled. 3. Coaches and Managers Children are protected until later rounds. If a Manager or coach has a player in the draft that is their child, those players are taken in specific rounds by age. A 12 year old goes in the 3rd round, an 11 year old in the 4th, and 9-10 year old in the 5th. If the Manager does not select their child (!) by these rounds they become available for any manager to draft. 4. Sibling, and Relatives picks. In many cases siblings either enter the draft as younger players to a Legacy team, or as similarly skilled siblings. There are specific rules for placement in the draft of these types of picks. First, the Manager must notify the Player Agent IN WRITING 48 hours prior to the draft they intend to pick siblings. This includes Manager's children. Once the first sibling is picked, the Manager must pick the sibling in the next round or they become eliigible for anyone to pick. Cousins, step-siblings, etc are included in this rule. Also the first sibling identified by the manager to the Player Agent MUST be picked in the first three rounds to be able to get the second sibling. The Board may also step in on this rule as well. If the Board determines the skill level of the second sibling is to be considered, they MAY REQUIRE the sibling be picked in an earlier round. This will be determined in the 48 hour period between when the manager notifies the Player Agent they intend to select siblings in an upcoming draft. 5. Manadatory Majors Draft. Any player who is league age 12 must be drafted to the Majors division, with the exception of a safety or experience exemption (which is provided by the Board). A 12 year MUST try out, and MUST be drafted on to a MAJORS team unless for safety reason they play down a division. 6. Restricted Attendance. Only the Player Agent, the Manager of the team, and the President of the league are allowed into the draft. Coaches, parents, players, and other Board members are not allowed in the Draft Meeting Room. All materials and pick order must be destroyed once the draft is complete as are all managers/coaches notes on the draft and evaluations. The draft is actually supposed to be confidential. 7. A Bonus pick is allowed. At the Fourth Round ONLY and in Legacy drafts, a 4th round extra pick is allowed for teams that need to "catch up" to legacy teams that have lots of players. This is so that better parity is achieved among newer or teams with fewer numbers as compared to legacy teams that may have more returning players. This is the ONLY case where two sequential picks by the same team in the same round are allowed. 8. Team Player Rosters. Each team should have at least 12 players on it with a maximum of 15 per team. They should be even across the league. For example if your league has 8 majors teams, there should be 12 on each team. If one team has 10, then players should be moved from another team to get it to 11. Other strategies include playing players "up" or move up a division if they can safely play in the older division. Teams with less than 12 on them technically have to have approval from the Board. If you care to look the Little League Draft rules up online, there are plenty of examples of how leagues do it. Why does Little League do this? After more than 85 years of running the largest youth sports program in the world, Little League International has learned that by created lots of teams with parity in playing skills, the entire league or program improves. It's human nature to try to put all the best players on a single team and beat the snot out of all the other teams in the division. But that doesn't help. It only creates a transient "super team" that may be good for a year or two, but when that manager, team or coach moves on, then the league slumps. If players are spread around, and the teams made "even", then more players get to play, the experience is better, and as it is said, "A rising tide floats all boats". By lesser skilled players playing with better skilled players, everyone improves. Kids share tips, tricks, and when left to their own devices, they encourage and teach one another. Thus, the Little League draft is trying to foster better playing experiences for everyone. The Season Most leagues in District 13 start their seasons around the first April for regular play. March, some of February is usually used for practice and getting the teams organized. Each team has it's own schedule. The District goal is to get 15-20 games per team in Majors each season, and at least 12 for Minors. Farm and T-Ball will have somewhat less usually. T-Ball typicall starts later in the year too so the "littles" don't have to play too much in the cold and rain of the earlier part of the season. Your league has fields, equipment, and hopefully YOU to help volunteer to execute the season. Our "regular season" officially ends at the start of the District All-Star Tournament. This year it's currently set during the last week of June, BUT, we are talking about putting some of it later in the first part of July. More on that later if it develops. District 13 allows for "special games" in a season which can include: 1. Special "Little League" mid-season tournaments 2. Games with other districts and other leagues 3. Games with baseball programs outside of Little League Special game waivers are issued by the District Administrator and in some cases have to be approved by Western Region or Williamsport (LL HQ) as they may require special insurance. Little League does allow traveling to other parts of the state to play other Little League Teams, and you can play Little League teams in Idaho, Montana, Oregon, and Canada as examples of where Little League teams from Eastern WA have played besides teams in their own league. District Tournament Each year we start the All-Star team process near the end of the regular season. The All-Star selection process takes many forms. What is supposed to happen is that the best players from across the league in each division are elgible to play in the "International Tournament". This tournament culminates in "A World Series" for both baseball and softball from divisions Majors and up (Lower divisions stop play after the "State" level - more on that in a second). Little League has 4 Baseball World Series, one of which you see each year on ESPN, the "Majors". They also have softball World Series for Majors' Softball and up. Below Majors (8-10, 10-11) have District, Sectional (if the state is big enough) and State Level tournaments. The "All-Star" teams play in that tournament. All Star teams cannot be picked until the division minimum number of games have been played. In Little League that is 12. So until the league has all teams in a division having completed 12 games, they cannot do the All-Star stuff. The beginning of the official International Tournament is "Districts". This year 2026, District 13 will play it's tournament at the end of June in Deer Park. There is some talk of maybe splitting the tournament into two chunks and play at different times and different locations, but for now it's set to be at Deer Park in the end of June. District Tournament in District 13 normally takes about a week to play. We play all divisions, including softball. The winner of District advances to State in Washington state because we have no "Sectional" breaks in our division structure. There are several "Formats" for Districts, they can be double elimination tournaments, pool play, or hybrid or modified double elimination. All the acceptable formats for the tournament are in the Little League Rule book. How players are selected to the All-Star team is varied by the League itself. There is a recommended method, and then some leagues apply for variations with the District when picking their players. The goal of the League and the Board of Directors is to field the BEST TEAM the league can put together. It needs to be at least 12 players, and no more than 15. The players need to be able to complete the entire Tournament cycle and stay with the team as far as it can go. This is a big commitment on parents. But it's important to stick with the team, support your teammates and see something through to the end. The way I recommend as District Adminstrator recommend players be selected to an All-Star team is by a combination of Player Vote, and Board/Manager selection. The Board will select the manager for the team prior to the announcement of All-Stars. Then the manager selects his assistant coaches and the Board is supposed to approve them. Then the players, before the end of the regular season vote on who they think should represent the league on the All-Star team. In 35 years of doing Little League, I have never seen the kids get this one wrong. They always know who will make the best players - from every aspect - on a team. Many think it will be a popularity contest, or a "best friends" thing... but when charged properly with instructions to put the best players on the list - they do. I would suggest letting the kids pick the first 5 players by top vote-getter. Then let the Manager and the Board pick the remaining 7-10 players. This shows the kids they get the chance to participate in creating representation for the team, and it gives them goals for next year. I do want to caution everyone... be fair. I get calls EVERY YEAR from parents that raise the issue -" Our All-Star team didn't pick my player because it's the XXX Coach's Travel Team". First that is unfortunate. Second, sometimes it is legitimate. Sometimes the travel team has players in each team in the Little League division and they play the whole season with other teams and get "reassembled" at All-Star time. Sometimes the travel ball coach IS the best Manager for the team, and sometimes the kids DO pick all the travel ball players, because they are pretty good. So yes, while it does happen, I don't condone it, and yet if it is done by the rules and is above board then it's acceptable. Other times, it's just a domineering manager with 12 kids from their travel ball team and a blind board that want to try and win a Little League tournament among all their travel ball tournaments. And things do get turned when that happens... it is not good for anyone... I urge all the Boards each year to be fair, remember the community they are responsible for, and make the game about the kids, not the trophies. I like winning as much as the next person, and maybe more so, but not at the cost of fairness or the attitude of the players and families. State Tournament State tournaments are fed by the winners of District Tournaments. State tournaments rotate around the state of Washington being hosted by different districts for different divisions. Last year, D-13 hosted the 10-11 tournament in West Plains. (You can see video of it on our website). In Washington state Little League we have the following Tournaments at the State level: * 8-10 Baseball * 10-11 Baseball * 11-12 Baseball * Intermediate Baseball (11-13/50-70) * Junior Baseball (12-14) * Senior Baseball (14-16) * 8-10 Softball * 9-11 Softball * 11-12 Softball (Majors) * Junior Softball (13-14) * Senior Softball (14-16) The tournament cycle ends at "State" for anything league age 12. They do not go on to Regionals. There are usually 11-13 teams represented at State for each division. Play usually takes a week if your team does well in the tournament. This year state tournaments start July 4 and run through July 21. There are tournaments going on literally across the state during this time. Expect to travel for your state tournament. Regional Tournament The Regional Tournament for Softball and Baseball is held for Majors is held in San Bernardino California. Its usually a hybrid tournament with a modified double elimination bracket (modified). Little League International covers many of the expenses for the team to travel to San Bernardino, provides food and housing, and a secure place to train and house players, managers, and coaches. However, some expenses may not be covered. Set aside a little for that. This tournament is also televised on ESPN, but not to the extend the World Series games are. This tournament is usually held at the end of July or the beginning of August. Teams from each state (some states have two teams representing them such as Northern Cal and Southern Cal) come to this tournament. The tournament takes a week to play or thereabouts, and the winner goes to represent the West and Northwest regions at Williamsport at the Little League World Series. The Little League World Series Also called the "International Tournament" is held in the last half of August and is a triumph of sportsmanship, pageant, and just plain "feel good" baseball. Professional baseball players, celebrities, business leaders, politicians, and just plain folks stream to Williamsport each year for the Little League World Series. I occasionally work there, and have been to Williamsport many times. I can tell you there is no other feeling like it in the world. With thousands and thousands of people watching baseball in the famous Lamade and International stadium each year, the feeling is both electric, and ... right. Spend a couple of days in Williamsport at the World Series and you think that all is right with the world. Little League pays all expenses for the team and coaching staff to attend the World Series. They also provide some new gear, jerseys and more. The players get to hobknob with great professional baseball players, fans, and they get to play on the World's biggest stage. It's a joy to watch, and be apart of . If you ever get the chance just to go and spend a day or two... do it. There is no admission fee, but bring your lawnchair and plan to be there all day. The stadiums fill up fast, and you'll need an umbrella for shade or rain... And that's a rough outline of how your season should go. For the upcoming 2026 season, District 13 (Eastern Washington) is leading the charge to ensure your player's career doesn't end on the small diamond. The journey is just getting started, and the next step is arguably the most exciting one yet, and it's UP TO YOU to help make it happen. Introducing the Intermediate Division (50/70) We are pushing to expand the Intermediate Division for players ages 11-13. This isn't just "more of the same." Intermediate ball is the perfect bridge between the Majors field and the full-sized high school field. It's often called "50/70" baseball because it's played on a slightly larger field-a 50' pitching distance and 70' base paths. It is the "Goldilocks" field for middle schoolers: just right. Why Intermediate Baseball is a Game-Changer This division introduces the elements of "real" baseball that players are craving as they get older and stronger. The competition is higher, the game moves faster, and the strategy deepens. * Real Rules: Say goodbye to stuck runners. In Intermediate, players can lead off and steal just like in the MLB. Pitchers learn to hold runners and realize what a "balk" is. * Bigger Game: With higher pitch counts (95 max) and a larger field, the game demands more athleticism and baseball IQ. * Expanded Competition: Intermediate teams often travel further to find the best competition, playing "Special Games" against non-Little League programs and facing teams from neighboring districts in Idaho, Oregon, and Canada. * Same Great Program Management: Little League is known worldwide as the best youth baseball program period. It offers training, support, organization strengths, consistency, insurance, tools for your teams and league, and more - and this continues to be true for Intermediate Divisions in Little League The Dream is Alive: The World Series Just like the Majors division you see on TV every August, the Intermediate Division has a complete tournament road. Your team has the opportunity to fight through District, State, and Regional tournaments, all aiming for a spot in the true International Intermediate World Series. Teams from all over the world compete in the Intermediate World Series! We Need YOU to Make This Happen in 2026 Every local Little League can offer this program, but it requires parental demand and immediate planning. To launch a successful, competitive district-wide schedule for the 2026 season, we need to act NOW. Our goal is 300 players across the district-roughly 20-25 players per league-to create a robust environment with ample playing opportunities. We have the player count available, now we need the motivation and elbow grease! The biggest barriers are lack of awareness and the need for volunteers. Because the level of play is higher, we need dedicated coaches and organized parents to step up. Hi All, As we head into Thanksgiving, I want to say "Thanks" to all the volunteers and helpers that helped the local leagues last year, and are planning to be a part of Little League this year! Thank you, thank you, thank you! So here are some things you can look forward to next year: 1. We hope to have new divisions for Little League in 2026 in the Spokane area. Many leagues are considering "Intermediate" or "50/70" baseball for 2026. This is a division for 11-13 year olds that play on a 50/70 field, has "balks", pick-offs, and lead-off base stealing. In 2027, District 13 will be hosting the Intermediate state tournament so we want to have teams ready to play from District 13! Contact your local league and ask about this great new division. We can also do a Division called "Juniors" which is 12-14 year olds if there is interest! 1. Several leagues are offering softball this year, so if you have someone that wants to play softball, we'd love to have them! 1. The District office is looking for "ADAs" - or Assistant District Administrators. We need several, this is a volunteer position (as just about everything Little League is!) and we need lots of help at the "District" level. The job entails helping leagues run their seasons, arranging tournaments, helping with training, attending state and regional meetings, and working with the community to improve Little League for everyone! The "District" is the level of management and support for local leagues that is between the "Region" (In San Bernardino CA., ) and the "Local" -Spokane Area - leagues. We help with the administration and running of the local league. (Did we mention we needed helpers? We could use 7 or 8 volunteers!) 1. And if you want to help run the league, almost ALL Boards in our region are looking for Board members to help run the league. Call the District office if you are interested in helping with running your local league! 1. We also have an umpire training session being planned. Our Umpire-in-Chief for the District (Mark Dixon) - has plans to help raise up more umpires across the district, so please contact him by calling the District office, or through our website for more details. 1. We are hoping to expand Little League to the North of Spokane more... some great towns that can use Little League as their vehicle of playing baseball would be Chewelah, Colville, Kettle Falls, Republic, and Omak. Hi All Spokane Area Little League Parents! Each year Washington Little League District 13 (Spokane and Eastern Washington area) has a "Winter Meeting" where board members and presidents of leagues from all over the District meet to discuss and plan for the next years' season. That meeting is coming up at the end of October and we are doing something as a District we have never done before in preparing for this meeting: We are asking for YOUR input! Our goal with this planning meeting is to try and figure out each year how to create the best playing experience for the player, support families, build up communities, and play some great baseball. At this planning meeting each year we discuss Little League rule changes, playing opportunities, registrations, and problems and solutions each league in our District faces. But in the process for preparing for this meeting, we thought "What do parents and players really need, want, and what can we do to improve Little League experience from THEIR perspective?" And at the District level, we are always looking for volunteers to join us in being part of the "District Staff" that works with the leagues to help make Little League better.
