They have teams from all over the state participating. I sent them an email to find out how they are able to do so. Below is the response I received. The basic gist of this is that their regular program is comprised of teams from all over the state who play each other during the season. So their "tournament" is being viewed as year end league games rather than a tournament. This begs the question for us. Is there a way to structure our "year end" program to a point that we could also comply? We already have inter-league play within the district and often between districts. This seems like we'd need some direct discussions with the State of Washington folks.
