FYI The Washington Youth Soccer organization is in full swing with their end of year "tournaments". They have teams from all over the state participating. I sent them an email to find out how they are able to do so. Below is the response I received. The basic gist of this is that their regular program is comprised of teams from all over the state who play each other during the season. So their "tournament" is being viewed as year end league games rather than a tournament. This begs the question for us. Is there a way to structure our "year end" program to a point that we could also comply? We already have inter-league play within the district and often between districts. This seems like we'd need some direct discussions with the State of Washington folks. I am sorry to interject what may be not for me to speak on, but to me it sounds like they are just saying it is not a tournament so they can have a tournament. As I understand things most travel teams travel and play in tournaments. So by not calling it a tournament they are circumventing the restrictions put in place. Abbey, That is exactly why I brought it up both here and with them directly. By the letter of the rules they are correct in that their regular season is comprised of the same teams that are in the “tournament”. So they feel that their winnowing down at the teams at the end of the season is just the culmination of the season. Now pay no attention to the fact that the teams participating in this year end winnowing have to pay a new fee. This still smells like a tournament to me. So I still don’t know what, if any, arrangements that they have made with the State to get a ruling in their favor. Hello everyone, In my opinion, our state government made a mistake when they used the word "Tournament". For example, my District has a 7 field facility, maintained by four different leagues. In a month, the four different leagues will be playing games on those seven fields all day long. There is no tournament, just regular season games. To the best of my knowledge this is fine just as long as we make sure not to exceed the maximum number of spectators on any given field and follow proper mask and social distancing guidelines. Now if our All Star tournaments were to be held at that same facility, we'd have two games going on, while most likely the other 5 fields sat empty. But yet per state guidelines we couldn't play because it is a "Tournament". I know the state's intent was to eliminate large gatherings of people, and their thought was that they could do so by eliminating "Tournaments". This is what happens when you have people who "Aren't in the know" making policy. But it's life, it happens. Personally, I do not know a lot about the state cup, but if it's one game on one field, and rules are put in place to limit the number of attendees and follow proper mask and social distancing guidelines, I'm fine with it. Scott, I agree that the regulation words don't seem to match the actual intent or goal. That being said, it seems like we should try to find a way to get a dialog going to reword the regulation. If we don't get it revised I think we are stuck with no post-season play if the state doesn't move beyond our current Phase 2. (We still don't have any idea what a Phase 3 might be). Yes. I have been in several conversations with the state recreation director. So far, we have been mainly working on the mask angle for outdoor sports for phase two if we are still in phase two when games start. I think we will have some relief on that by the time the games start. I haven’t worried too much about tournaments other than to let him know it is a concern. I haven’t seen a reason to negotiate anything there when we have a governor who changes the metrics, the goals and the rules every other week. Several regions met the original guidelines for reaching phase three two weeks ago, but our governor decided to just “freeze us” at phase two for a while. I hope he is working on phase three rules before he unfreezes us. I have confidence that our views and needs will be reflected in the next phase guidelines. I think when the time comes, we will be able to play tournaments unless there is a big reversal in where we are with cases. I think when the time comes, we will be able to play tournaments unless there is a big reversal in where we are with cases. For example, my District has a 7 field facility, maintained by four different leagues. In a month, the four different leagues will be playing games on those seven fields all day long. There is no tournament, just regular season games. To the best of my knowledge this is fine just as long as we make sure not to exceed the maximum number of spectators on any given field and follow proper mask and social distancing guidelines. Now if our All Star tournaments were to be held at that same facility, we’d have two games going on, while most likely the other 5 fields sat empty. But yet per state guidelines we couldn’t play because it is a “Tournament”. I know the state’s intent was to eliminate large gatherings of people, and their thought was that they could do so by eliminating “Tournaments”. This is what happens when you have people who “Aren’t in the know” making policy. But it’s life, it happens. Personally, I do not know a lot about the state cup, but if it’s one game on one field, and rules are put in place to limit the number of attendees and follow proper mask and social distancing guidelines, I’m fine with it. I agree that the regulation words don’t seem to match the actual intent or goal. That being said, it seems like we should try to find a way to get a dialog going to reword the regulation. If we don’t get it revised I think we are stuck with no post-season play if the state doesn’t move beyond our current Phase 2. (We still don’t have any idea what a Phase 3 might be).

Hello everyone,
In my opinion, our state government made a mistake when they used the word “Tournament”.
For example, my District has a 7 field facility, maintained by four different leagues. In a month, the four different leagues will be playing games on those seven fields all day long. There is no tournament, just regular season games. To the best of my knowledge this is fine just as long as we make sure not to exceed the maximum number of spectators on any given field and follow proper mask and social distancing guidelines.
Now if our All Star tournaments were to be held at that same facility, we’d have two games going on, while most likely the other 5 fields sat empty. But yet per state guidelines we couldn’t play because it is a “Tournament”.
I know the state’s intent was to eliminate large gatherings of people, and their thought was that they could do so by eliminating “Tournaments”. This is what happens when you have people who “Aren’t in the know” making policy. But it’s life, it happens.
Personally, I do not know a lot about the state cup, but if it’s one game on one field, and rules are put in place to limit the number of attendees and follow proper mask and social distancing guidelines, I’m fine with it. These kids have suffered enough and it’s time to get them back out onto the field playing ball, whether it be soccer, softball, baseball, lacrosse, etc.

The Washington Youth Soccer organization is in full swing with their end of year “tournaments”. They have teams from all over the state participating. I sent them an email to find out how they are able to do so. Below is the response I received.
The basic gist of this is that their regular program is comprised of teams from all over the state who play each other during the season. So their “tournament” is being viewed as year end league games rather than a tournament.
This begs the question for us. Is there a way to structure our “year end” program to a point that we could also comply? We already have inter-league play within the district and often between districts. This seems like we’d need some direct discussions with the State of Washington folks.

State cup is not a tournament. Group games and quarterfinal are set like any league games. Semi and final will be set like you are playing a league game at Starfire where teams come to play their game and leave after the game.

I have been in several conversations with the state recreation director. So far, we have been mainly working on the mask angle for outdoor sports for phase two if we are still in phase two when games start. I think we will have some relief on that by the time the games start. I haven’t worried too much about tournaments other than to let him know it is a concern. I haven’t seen a reason to negotiate anything there when we have a governor who changes the metrics, the goals and the rules every other week. Several regions met the original guidelines for reaching phase three two weeks ago, but our governor decided to just “freeze us” at phase two for a while. I hope he is working on phase three rules before he unfreezes us. I have confidence that our views and needs will be reflected in the next phase guidelines. I think when the time comes, we will be able to play tournaments unless there is a big reversal in where we are with cases. So their “tournament” is being viewed as year end league games rather than a tournament. This begs the question for us. Is there a way to structure our “year end” program to a point that we could also comply? We already have inter-league play within the district and often between districts. This seems like we’d need some direct discussions with the State of Washington folks. I have been in several conversations with the state recreation director. So far, we have been mainly working on the mask angle for outdoor sports for phase two if we are still in phase two when games start. I think we will have some relief on that by the time the games start. I haven’t worried too much about tournaments other than to let him know it is a concern. I haven’t seen a reason to negotiate anything there when we have a governor who changes the metrics, the goals and the rules every other week. Several regions met the original guidelines for reaching phase three two weeks ago, but our governor decided to just “freeze us” at phase two for a while. I hope he is working on phase three rules before he unfreezes us. I have confidence that our views and needs will be reflected in the next phase guidelines. I think when the time comes, we will be able to play tournaments unless there is a big reversal in where we are with cases. For example, my District has a 7 field facility, maintained by four different leagues. In a month, the four different leagues will be playing games on those seven fields all day long. There is no tournament, just regular season games. To the best of my knowledge this is fine just as long as we make sure not to exceed the maximum number of spectators on any given field and follow proper mask and social distancing guidelines. Now if our All Star tournaments were to be held at that same facility, we’d have two games going on, while most likely the other 5 fields sat empty. But yet per state guidelines we couldn’t play because it is a “Tournament”. I know the state’s intent was to eliminate large gatherings of people, and their thought was that they could do so by eliminating “Tournaments”. This is what happens when you have people who “Aren’t in the know” making policy. But it’s life, it happens. Personally, I do not know a lot about the state cup, but if it’s one game on one field, and rules are put in place to limit the number of attendees and follow proper mask and social distancing guidelines, I’m fine with it.
