Hi All, As we approach the end of the Little League year, I wanted to remind you all of a couple of things: 1. Your board elections should be finished or close to finish. PLEASE SEND ME THE LIST OF THE NEW BOARD MEMBERS WITH NAMES, PHONE NUMBERS, POSITIONS, and EMAIL ADDRESSES. I will remove the old or board members who step away from the distribution list/discussion lists. 2. We have agreed to levy assessments based on League size and player count. This requires you all to be honest and prompt in uploading your player rosters/registrations to the Little League Data Center. We have agreed as a group that $3.00 per player will be the assessment. The assessment will be levied on April 15, because May 1 the Districts need to start buying supplies for the District Tournaments and pay the other bills the District accumulates. 3. We discussed changing league boundaries. I have been talking to Western about a couple of cases where we need to reach across a border to "annex" portions of other districts so we can bring those players/leagues into our Districts. While difficult, time consuming, and tedious, it's an option NOT off the table. They are considering 2 possibilities for us favorably and I should be able to make progress once the new boards members are seated. 4. IF you want to change your boundary, I will make all efforts to get that done in November. IF you want to change boundaries you need the following: a. Someone from that area you want to annex sitting on your board and identified as the person who will be the interface/liaison/responsible party for adequately developing that area. This is so that there is good representation from the area being annexed. You can't just grab land for no reason. b. Also if it crosses borders, I need to get several layers of Little League involved, and that is time consuming. They will want to see a good plan for servicing this area vs. just forming a league out of thin air to cover it. c. I will need a MAP AND a written description of the map boundaries. This written description looks like this: "the league boundary begins at the intersection of Jones and Brown street and travels north on Brown street to Hiway 26 east. Then it turns west and runs unit Terrier Rd where it turns south on Belgium Canyon Hwy" and so forth and so on until the completed map (which needs to be included) is fully defined by street directions of the outer boundary. Call me if you have questions. d. GET THESE TO ME NLT OCT 15th!!! Asking for League Boundary adjustments in April so you can get the "All-Star Player" on the Roster won't work. They will not make the adjustment and the player cannot get included in your grand All-Star plans. I know I have tried every year to get players on to Rosters because the player agents didn't know or ignored the rules about player addresses and boundaries. Getting it done in the fall is much more likely to happen and you can start the new season with a whole new territory from which you can get players that can participate at all levels of Little League play. DO IT EARLY. I have 2-3 already in hand and am simply waiting on the notices that you all have seated your new boards and they have equipped the proposed new territory and boundary with a Board Member who is responsible for developing this proposed area expansion. 5. We are planning on having a spring tournament for all LL teams. We had discussed doing it at Asotin County as have a great complex to handle a larger number of teams. Othello is another location, we may look at a couple in D13. We had discussed this would be a Fri-Sat-Sun sort of thing with multiple levels of baseball and softball. The exact make up of the tournament is not decided. We CAN count the games as part of the official game count for qualifying for Districts. There would be a fee per team to participate. This can usually be raised by the team parents who want their team in the tournament. (thinking $300-500 per team). This gives the players a chance to play in tournament style play, experience what travel ball is like, and get ready to play at the higher district level of play. Not much else is decided on until we settle on a host. The time we discussed was the first 2 weeks in April. This does make it tricky weather-wise for some potential host sites, but not impossible. The idea comes from Asotin County who used to have a "Spring Classic" Tournament each year. 6. The winter meetings are coming up in October. all Presidents need to attend - AND you can bring as many people as you like from your board to attend. I like to make sure there are lots of ears listening. We will serve lunch. One district does one on one weekend, and the other district the next weekend. WE WILL serve lunch (prolly some sammiches) and some snacks. We will hold the D13 meeting at the hotel near the Spokane Airport we did last year, and the D5 meeting is in Pullman on the campus of WSU - (thanks Kanale) 7. We are working a transition plan to have me step away from D5 and leave it in the hands of Corey, Brennan, and Kanale. We will discuss that as well during the D5 winter meeting. Mileage Reimbursements for State ---

All, I have submitted mileage reimbursements FOR ALL teams that went to state this year. The average reimbursement for each team was between $450 and $550 --- You should see these as credits against your next years' charter. Regards JP DA WA5/13

Legue Membership Form

Hi All, Here is the league membership form we discussed in last night's meeting. Guidelines are: 1. Every person who wishes to have a say or a vote for league operations MUST BE a member 2. EVERY LEAGUE must have membership rolls. 3. The membership roll must be kept by the Board Secretary 4. Each person accepting "volunteering" as their form of membership payment MUST complete their obligation for the volunteer position. 5. Every BOARD MEMBER must have one of these on file for the current year. The best place to start is to have each Board member fill one out. This starts the ball rolling and gets you a "membership list". Then at registration time you can have these ready to sign. Explain to each parent that it is important, if they want their voice heard in an official way, to be a "member of Little League". Please contact me with any questions. JP DA WA5/13
