Hi All, As we approach the end of the Little League year, I wanted to remind you all of a couple of things: 1. Your board elections should be finished or close to finish. PLEASE SEND ME THE LIST OF THE NEW BOARD MEMBERS WITH NAMES, PHONE NUMBERS, POSITIONS, and EMAIL ADDRESSES. I will remove the old or board members who step away from the distribution list/discussion lists. 2. We have agreed to levy assessments based on League size and player count. This requires you all to be honest and prompt in uploading your player rosters/registrations to the Little League Data Center. We have agreed as a group that $3.00 per player will be the assessment. The assessment will be levied on April 15, because May 1 the Districts need to start buying supplies for the District Tournaments and pay the other bills the District accumulates. 3. We discussed changing league boundaries. I have been talking to Western about a couple of cases where we need to reach across a border to "annex" portions of other districts so we can bring those players/leagues into our Districts. While difficult, time consuming, and tedious, it's an option NOT off the table. They are considering 2 possibilities for us favorably and I should be able to make progress once the new boards members are seated. 4. IF you want to change your boundary, I will make all efforts to get that done in November. IF you want to change boundaries you need the following: a. Someone from that area you want to annex sitting on your board and identified as the person who will be the interface/liaison/responsible party for adequately developing that area. This is so that there is good representation from the area being annexed. You can't just grab land for no reason. b. Also if it crosses borders, I need to get several layers of Little League involved, and that is time consuming. They will want to see a good plan for servicing this area vs. just forming a league out of thin air to cover it. c. I will need a MAP AND a written description of the map boundaries. This written description looks like this: "the league boundary begins at the intersection of Jones and Brown street and travels north on Brown street to Hiway 26 east. Then it turns west and runs unit Terrier Rd where it turns south on Belgium Canyon Hwy" and so forth and so on until the completed map (which needs to be included) is fully defined by street directions of the outer boundary. Call me if you have questions. d. GET THESE TO ME NLT OCT 15th!!! Asking for League Boundary adjustments in April so you can get the "All-Star Player" on the Roster won't work. They will not make the adjustment and the player cannot get included in your grand All-Star plans. I know I have tried every year to get players on to Rosters because the player agents didn't know or ignored the rules about player addresses and boundaries. Getting it done in the fall is much more likely to happen and you can start the new season with a whole new territory from which you can get players that can participate at all levels of Little League play. DO IT EARLY. I have 2-3 already in hand and am simply waiting on the notices that you all have seated your new boards and they have equipped the proposed new territory and boundary with a Board Member who is responsible for developing this proposed area expansion. 5. We are planning on having a spring tournament for all LL teams. We had discussed doing it at Asotin County as have a great complex to handle a larger number of teams. Othello is another location, we may look at a couple in D13. We had discussed this would be a Fri-Sat-Sun sort of thing with multiple levels of baseball and softball. The exact make up of the tournament is not decided. We CAN count the games as part of the official game count for qualifying for Districts. There would be a fee per team to participate. This can usually be raised by the team parents who want their team in the tournament. (thinking $300-500 per team). This gives the players a chance to play in tournament style play, experience what travel ball is like, and get ready to play at the higher district level of play. Not much else is decided on until we settle on a host. The time we discussed was the first 2 weeks in April. This does make it tricky weather-wise for some potential host sites, but not impossible. The idea comes from Asotin County who used to have a "Spring Classic" Tournament each year. 6. The winter meetings are coming up in October. all Presidents need to attend - AND you can bring as many people as you like from your board to attend. I like to make sure there are lots of ears listening. We will serve lunch. One district does one on one weekend, and the other district the next weekend. WE WILL serve lunch (prolly some sammiches) and some snacks. We will hold the D13 meeting at the hotel near the Spokane Airport we did last year, and the D5 meeting is in Pullman on the campus of WSU - (thanks Kanale) 7. We are working a transition plan to have me step away from D5 and leave it in the hands of Corey, Brennan, and Kanale. We will discuss that as well during the D5 winter meeting. All, I have submitted mileage reimbursements FOR ALL teams that went to state this year. The average reimbursement for each team was between $450 and $550 --- You should see these as credits against your next years' charter. Regards JP DA WA5/13

Legue Membership Form

Hi All, Here is the league membership form we discussed in last night's meeting. Guidelines are: 1. Every person who wishes to have a say or a vote for league operations MUST BE a member 2. EVERY LEAGUE must have membership rolls. 3. The membership roll must be kept by the Board Secretary 4. Each person accepting "volunteering" as their form of membership payment MUST complete their obligation for the volunteer position. 5. Every BOARD MEMBER must have one of these on file for the current year. The best place to start is to have each Board member fill one out. This starts the ball rolling and gets you a "membership list". Then at registration time you can have these ready to sign. Explain to each parent that it is important, if they want their voice heard in an official way, to be a "member of Little League". Please contact me with any questions. JP DA WA5/13

All, As a reminder, we will be doing a Little League Meeting Aug 31, 7:00 PM via video conference – the meeting is planned to be about 45-60 minutes. I will be sending out a series of notices as a reminder. We will be shaking things up in District 5 and 13 in 2024 so this meeting is important. ALL AND ANY BOARD MEMBERS FOR ALL LEAGUES ARE INVITED TO ATTEND. THE PRESIDENTS OR THEIR PROXY ARE REQUIRED TO ATTEND. AS ONE OF THE AGENDA ITEMS, WE WILL BE DISCUSSING REDRAWING LEAGUE BOUNDARIES AND INPUT FROM ALL LEAGUES IS IMPORTANT. Some general topics are going to be: 1. Re-drawing League Boundaries 2. How to properly hold your general election and get a proper board in place 3. Umpire development 4. Planning for October meeting (Winter Meeting for Both Districts is set for mid-late October) 5. THanks and Getting ready for Little LEague 2024! August Presidents Meeting

All, Yep, you thought you had a few months to rest… nope. As we wrap up tournament season here in Washington State I want to say thanks to so many people for their work this season… First and foremost are the ADAs… you folks make me look good! Stacy Ashcroft and Mark Dixon in District 13 worked their tails off for Districts, AND, a State Tournament. We had one of the best “blue crews” I have ever seen at a state tournament. Real world class umpiring. It was inspiring actually. Stacy and Mark worked together to put on not one BUT TWO tournaments… with little space in between. West Plains Little League really stepped up to help with State… thanks folks. Deer Park (Tri County Little League) was a great host doing their first tournament for Districts in memory. Get well soon Ryan! District 5’s ADA Brennan Moore burned up the phone lines to everyone in the District working with Jim Fry at Walla Walla. Jim, John (Hopkins), and Brennan put on a great tournament and for the first time in YEARS we actually had a Softball component to the District Tournament. Brennan then went on to work with Valerie Hernandez to put together the tournament in Othello for 8-10 State. Don’t underestimate the amount of work that goes into putting on a State Level Tournament. IT’s a ton of work…. BIG BIG BIG applause goes out to Valerie and the City Council in Othello… The Parks and Rec guys JUST ROCK! There have been several “Field of Dreams” moments in Othello. The fields were perfect, the weather was good, and the City of Othello is an incredible host. Brennan and Valerie knocked it out of the park here. People from all over the state are so impressed with the facility, the events for the kids, and the overall experience they have had here in Othello. We play the final games this weekend. Feedback from all participants, presidents, and DAs about our State tournaments in 5/13 has been 100% positive (Well except for the ejections 😊 ) . Good—no GREAT Job to all. I can’t tell you how appreciative I am for all your work and dedication. I can see the glimmer of hope that we are starting to form up as a team and bring better experiences to our players, coaches, and families in 5 and 13. Heck even some of the managers that were “Two and Out” said it was the best experience they have had coaching teams. That praise is on you all for your hard work making this happen. Next come all the presidents…boards, coaches, volunteers, and people that support Little League in the various communities in the District(s). You all are in the trenches each season making your leagues run… Sometimes it’s a thankless job, but not today… Thank You. I am so thankful, appreciative, and feel in your debt for the work you all put in. Thank you. Now on to business… Little League is supposed to function year round. To that end: WE ARE HAVING A PRESIDENTS/BOARD MEETING IN AUGUST . THE MEETING WILL BE VIA VIDEO CONFERENCE. ALL BOARD MEMBERS, PRESIDENTS, AND OFFICERS OF LEAGUES ARE ENCOURAGED TO ATTEND. THE MEETING IS AUG 31 at 7:00 PM. I will send out an Invitation in about a week. The purpose of the meeting is to get ready for the 2024 Season and discuss some changes and initiatives we will be making in 5/13. PLEASE HAVE PEOPLE IN THE MEETING… more than 1 or 2 from your leagues should attend if possible. Most leagues do their voting for their boards in Sept to line up with the operational year of Little League (Oct 1 – Sept 30). We will discuss the CORRECT and LEGAL way to seat your board. Some of you do not do this, and it puts a dent in all the league operations up and down the line. (How many have all the volunteers they need? – Well the good volunteer stream coming into the league starts with a proper board) We have things to do for next year. 8-10 Day 2 and a Correction and Some Pics

All, I have a correction to make from yesterdays Asotin County v Magnolia game it was ACLL 3 Magnolia 13. (Thanks Stacy). Today's Games: Mill Creek 5 - West Plains 3 Magnolia 8 - Bonney Lake 7 North Kitsap 11 - Richland 9 Kirkland 10 - West Seattle 1 Now for the fun stuff - Saturday night saw the Block Party in downtown Othellow. They had bands, dance troups, dunk tanks, splash-bounce houses, and belief it or not, a mechanical bull that the kids (yes players) got to try their hand at. There was a biergarten with cornhole and other games and the whole town was invited out to meet the Little Leaguers! (Jim Portugal, if you have a dropbox account I'll upload a ton of pics for you regarding the party(ies) and tournament - we even have drone footage. And the local papers and press are here. Manager's Meeting, Schedule and More

All, My name is JP I am the DA for District 5 and I and my team welcome you to the 8-10 State Little League Tournament. It’s our honor and privilege to serve you and your teams during this tournament. For many of you this is your first time to a state Little League Tournament, and we want to make it a great experience. Othello is really rolling out the red carpet for Little League and it should be something exciting for all the players and families. There are lots of rule differences, policy, practice, and procedure that is different between state and “league play”. We will go over those differences, how we will execute the tournament, and specific rules for tournament play, and then answer questions for you – all during our Managers’ Meeting. We have handouts for you and will spend all the time you need answering questions. In the schedule below you will see a welcome BBQ, a block party, and some times for the games. There is already a schedule change for one of the games we will discuss during the manager’s meeting. We will be running the tournament under strict tournament rules and official Little League guidelines. We will also be instructing managers on how to “beat the heat” because playing in Othello is very different than where some teams normally play. It gets hot in Othello. 😊 The manager’s meeting is 8PM Friday Night at 81 E. Pine in Othello at the Parks and Rec offices. ALL teams need to have a manager or coach there, or a League Officer. You will miss important details if you don’t have a representative there. We will need to review your team binders before the tournament starts. Please bring your books to the manager’s meeting. We will start on them then. With some of your games starting early on Saturday, we will be crunched for time, but we will get it done. If your books are not approved by game time, then you will not be able to play. We will make ourselves available to review books starting at 6:00 PM on Friday the 21st . Here are the things we will confirm: 1. Birth Certificates and Player Ages 2. Maps of player locations and any waivers for same 3. Coaches / Managers Diamond leader training certificates 4. Any pitch count information provided by the district tournament 5. Medical releases for each player 6. Any suspensions or ejections 7. All player verification forms 8. Manager/Coach Affidavits So please make the books complete if they are not already prepared and signed off. We do look at signatures and dates. In a recent tournament (this week) we found an entire team whose affidavits and player verification forms had not been signed by their DA and thus the team was nearly disqualified for tournament play just hours before they were scheduled for their first pitch. We will also be doing formal plate meetings so make sure you have multi-part lineup cards to exchange with umpires, the official book, and the opposing team. We will not be providing those during the tournament so bring some with you. A 4 part form is acceptable. We will be providing score books. Please let us know if we can do anything for you, Valerie and Brennan have done a fabulous job of getting the fields ready and assembling a good tournament for you all!
