District 13 President's Meeting - October

All, The date of the next President's Meeting is October 21st at the Hampton Inn Airport in Spokane. The meeting starts at 10:00 AM and will have lunch provided. We will most likely go until about 3:00PM. ALL Presidents need to attend and you may also bring ANY board members that wish to attend as well. Please read this entire email!! We changed up the District President's meeting at the District Tournament to include some of the regular "business" items we would normally do at the Fall meeting. This means we will have a new agenda for the October meeting. The new agenda will include: 1. Boundary Changes, how, why and when? 2. Redrawing league boundaries to better meet the needs of your players and families, league growth 3. Managing your board better, and understanding the legal organization of Little League 4. Team development 5. Umpire development, District Efforts to recruit more umpires 6. Coaching Clinic firm schedules 7. Grant writing for larger funding needs 8. Field Construction for those leagues that are thinking about an attempt to build their own fields 9. Voting on new budget and league assessment strategy 10. How to structure the divisions in your league to maximize player enjoyment and retention 11. Better ways to organize your season 12. Meet the team night 13. Why volunteers aren't flocking to your league, and how to get them flocked. 14. Rules updates for 2024 Also, it's time to start thinking about your league general meetings and elections. In the State of Washington, each year, Little League Boards are required to vote on the Board of Directors and organize themselves along the lines of state law. In addition to that, each league that is Chartered with Little League International (that's whose charter you all are formed under) requires your league to have a CONSTITUTION and By-laws by which you are formed. These documents govern how you can operate legally and effectively. These constitutions are on file with Little League International, and I have read most of the ones you are covered under. Most of them are standard, and only one or two have any modification from the standard Little League requires. SO there are TWO governing guidelines for your operations 1) The State of Washington and 2) Little League International. Both have to be complied with and Little League International policies, procedures, and guidelines. The Little League operational year runs from Oct 1, to Sep 30 each year, and you should align your elections to coincide with this date for a variety of reasons. This means your elections should be held in September each year to line up with this over-arching infrastructure. Although you can vary from this, it makes it difficult to line up with things at Williamsport if you don't. So, how do you vote for a "board" ? What are the "general elections"? Why are they important? Well, it's not complicated and it's very important, and it's key to helping you get and retain volunteers. First EVERY LEAGUE MUST HAVE MEMBERS!!!! How do you become a "member" of Little League? EACH LEAGUE NO MATTER WHAT is required to have members. Furthermore to become a member of Little League you MUST have a signature on an application or form that indicates that person wishes to become a member of Little League. Is this a Little League rule or is it a State of Washington rule? It's both! Both entities require the membership. Part of it has to do with corporate or entity / organization LAW, and each governing body (the state and LL) require the practice of SIGNING UP MEMBERS. This has implications we will discuss at the President's meeting.BUT you MUST HAVE A MEMBERSHIP ROLE with supporting documentation before YOU HAVE YOUR ELECTIONS. The MEMBERS VOTE on things about the League operations, the Board, etc. Not just parents of players, but VOTING members. Parents are NOT automatically "members"!!! (Legally and in terms of implementation of policy!!) Coaches are not automatically members, volunteers are not automatically members. Get the idea? They can all be members but there has to be a form or application that says "I want to be a member of XYZ Little League and their name has to be on the League Membership roles when it comes time to vote). Why the bureaucratic hassle? Has to do with LAW and LIABILITY. If you seat your board without due process you open up the "board members" to individual liabilities, and you are not a legally formed institution. So take the time to get the membership roles in order. How many people constitute membership? That's up to your constitution. But here is a secret, the MORE MEMBERS YOU HAVE, the MORE CANDIDATES FOR VOLUNTEERING YOU HAVE. Can parents be members? Absolutely! So can "interested parties" from around town, like the banker, butcher, and candlestick maker. I recommend getting county commissioners, city employees, business leaders etc to be "Little League Members" then get them voted on to the board. Once you have your membership established, hold a "general meeting" (in Sept) and vote in a Board. Your constitution defines how many Board members need to be seated. At a minimum you need President, Vice President, Secretary, and Treasurer. (this is state law too!) Then you can add as many as are defined in your constitution. The "general membership" does not vote on the officers or director specific positions, they only vote on the "Board" in general. After the general membership has seated the board, then the Board meets and elects officers afterwards. So if the constitution says you have 9 positions on the Board of your local Little League, then you elect 9 people to the Board. Those 9 people meet later and decide who will be president, VP, etc. I suggest STARTING NOW to be prepared for Sept Elections. Get your "membership roles" in order, and publish your general meeting via EMAIL, FACEBOOK, and maybe invite everyone to become a member in your local newspaper or weekly "shopper" publications. This actually becomes the foundation for volunteers. And don't worry about the first time you try to get membership roles built. Everyone has to develop that skill if they haven't done it before. BUT WHAT YOUR ARE TRYING TO ACHIEVE IS A BROAD AND GENERAL MEMBERSHIP ACROSS THE COMMUNITIES YOU SERVE. This gives you contact with people. Hold your general meetings with transparency. Talk about Budget, Player numbers, goals for the future. EXPRESS YOUR VISION!!. If you do this you will begin to build trust, and people who "catch the vision". It takes time but do it over and over and know your messaging. I will publish a Zoom date in AUGUST where we talk about this specifically so you can help build your leagues the right way. Packets For State Tournaments

All, We at the "District" are very pleased with our two District Tournaments. the presidents of the host Leagues (Jim Fry and Ryan Wilson) did a great job. We appreciate the efforts very much of all the volunteers, and the ADAs (Brennan, Stacy, and Mark) did an incredible job. I appreciate greatly the Managers, Coaches, Team Parents, and families that supported the players. Each tournament played well and all-in-all it was one of the lesser eventful tournaments we have had the joy to watch. Now it's time for State. There are several teams from each District going to state, and for the first time in a looooong time we actually have TWO teams from District 5 going to State Softball (Majors, and 8-10s)! District 5 is sending: 8-10 Baseball 10-11 Baseball Majors Baseball Intermediate Baseball Majors Softball 8-10 Softball District 13 is sending: 8-10 Baseball 10-11 Baseball Majors Baseball District 5 and 13 are also hosting 2 state tournaments; Baseball 8-10s and Juniors (14u). We are needing a ton of help with each of those. We need umpires mostly, so if you have a couple that can go over for a couple of days DURING THE WEEK. (we have weekends mostly covered) that would be of great help. The Juniors tournament starts on 15-July, and the 8-10 tournament starts on 7-22. For ANY umpire that volunteers for 4 or more games we will get them an "Official" State Tournament Umpires Jersey with Little League Patches, custom logo, and their name on it. We appreciate our umps greatly. The Tournaments are in Cheney/Medical Lake for Juniors Baseball and in Othello for 8-10 Baseball. Please let Stacy and Brennan know if you have umps that can help with either of those two. All Tournament Packets, Roster Templates, etc are included in the attachments. Please send each Tournament Director/Coordinator a copy of your Rosters and pictures of your team. They will most likely try to make programs. There are packets attached for 8-10, 10-11, Majors, and Intermediate divisions. For Any teams making it into the Championship round, I will come and attend the games. Challenger Little League Parade

Hello again, I know you are all very busy this time of year. Talking with a few of your in the offseason, we had agreed to set a separate Little League parade for the Challenger players. That date is coming up this Sunday, July 2nd. We will have just about 150 or so people, not a big parade - but much easier for them to all get in and not feel pressured with a larger crowd. I would need maybe 10-15 volunteers for this weekend, if possible. Totally understand if you can't make it work with how busy tournaments are right now. I can pull some people internally and make it work. Remember - Due to a request from Ownership to keep our normal entrance only for ADA needs, we will be meeting on the Terrace Club Skybridge. That is the 5th floor of the parking garage. Let security know you are volunteering for the parade, they will know to let you in and I'll be waiting at the end of the bridge with your wristband and lanyard we used last year. From there we will chat quickly and walk down the ramp and get on field. We will have the same parade route for this one: Here is the timeline for Sunday, July 2nd: 10:30am: arrive at the Terrace Club Skybridge gate where tickets and wristbands (which allows you field access) will be distributed 10:40am: enter the ballpark and we will address the parade volunteer group 10:50am: proceed to the tunnel 10:55am: prepare to line the field for the parade 11:10am: gates open, parade begins immediately (subject to earlier opening) Please impress upon your folks to be on time. Once we have proceeded down the ramp to the tunnel there is no longer a way to get a latecomer their tickets to get in the ballpark until after the parade has been completed. And you would need to make the arrangements to get them the ticket. Please let me know if you have any questions. A reminder no one under the age of 14 will be able to be a parade volunteer on field. We will need people to really be on it for these next 2 parades. Thanks for everything! . Tournament Rule and other details ...

All, We have gotten a couple of questions over the last few days about the upcoming District Tournaments. Here are the answers: 1. Parents and fans/spectators cannot interact with Coaches, Managers, or Players once the game begins. This includes "coaching from the stands", using electronic means to communicate with the dugout, or talking to team or coaches when in the dugout, medical emergencies excepted. 2. Adults cannot warm up pitchers at any time. 3. Courtesy Runners cannot be used during first at bat for any player 4. PLEASE put your Diamond Leader training certificate in your Tournament binders. More on 3) above: Rule 2.0 (and following) Describer the "batter/runner" relationship during play. Because of CBO (or at least related to it) Batters must COMPLETE their turn at bat before any type of substitution can occur. The minimum play requirements for CBO means a player must get at least one at bat. A "turn at bat", is defined as a player taking the batters box and either A) get put out by strikes or by play, B) the inning ends, or C) the player scores. Then their "turn at bat" is completed. Given this interpretation of the rule, that means that NO player can be substituted until their "turn at bat" is complete. There are also rules about courtesy runners during the game (1 time), and pitchers and catchers. See the previously sent tournament rules for those details. JP DA WA5/13

Diamond Leader Requirement - Districts

All, Please ensure your Diamond Leader certificate is in your team affidavit book when you attend your Manager's meetings. We have let some of you "slide" in getting those in the book during the signing process, but ALL COACHES AND MANAGERS MUST HAVE THEIR DIAMOND LEADER TRAINING COMPLETE PRIOR TO FIRST PITCH OF THE TOURNAMENT. If your managers or coaches do not have their Diamond Leader Training certificate in the book by tournament time we cannot let them in the dugout. (This is a new Little Leagure Policy).
