D13 and D5 UMPIRE CLINIC

Hello District 13 and District 5 - This past weekend, we were fortunate to have Dennis Williams in Eastern Washington to lead an umpire clinic. Dennis is the Washington State Umpire in Chief - and is an outstanding presenter. We had 18 people attend the one day umpire training, and both districts were well represented. As many of you know, finding umpires at any level has been a challenge for the past couple of years - so it is encouraging to see so many people interested in becoming a Little League Umpire. Hopefully, the knowledge that was gained by those in attendance can be shared with other umpires or potential umpires in all of our leagues. Little League programs thrive on consistency - and clinics like these definitely promote that! Thanks to all who committed a day to learning the ropes. Thank you to Mark Dixon for coordinating the training. And thank you to Dennis Williams for sharing his knowledge and expertise. Umpire Clinic

I want to thank everyone for coming to or sending umpires to the clinic. We had 17 umpires from District 13 show up on Saturday. Dennis did a great job of training. I will be starting a District 13 umpire registry with the names I have from the clinic. I would also like the leagues to send me the names of other umpires they had sign up for this year or umpires that have umpired for you in the last couple of years. I would like to add those names too. I plan on using this as a way for the District umpires to communicate through the year. If something happens during a game or a question arises that they need help on, they can start an email to the registry, and we can talk it out. They can also call me at 509-475-3919. I will also be using this list to help arrange umpires for the District All Star tournaments and possibly the State tournament we have this year. Please let me know if you have any questions at all. All, As a reminder we are STILL on tap for our UMPIRE CLINIC in Medical Lake TOMORROW --- Please let Stacy Ashcroft know if you have others that wish to attend. This clinic is being held by the District Umpire-In Chief - AND being taught by the State UIC - Dennis Wilson. They both are VERY GOOD! It's being held indoors at the Medical Lake Middle School, so weather should NOT be a factor. IF YOU HAVE ANYONE that is REMOTELY interested in being part of this clinic, please send them on! All, Please be mindful of the deadline for getting your ASAP plans in to the Datacenter. Everyone is needing to get them finished by Mar 15 PRETTY PLEASE. If we get them all in before then, it will help in the verification process LL International goes through. THEN if we get 100% of the ASAP plans in by the deadline we get some LL Credit for the district that helps buy pins, banners, trophies, and other things we can do it the $$. Excited new board at Pend Orielle!

All, We have many new board members from Pend Orielle Little League joining the league this year! We are excited to hear that at the District Level. Pend Orielle made a comeback last year after COVID, and with the new board we want to do as much as we can to help them have a great year. SO, if any leagues would like to schedule some games with them, or if Pend Orielle needs help with anything, lets pitch in to give advice, resources, and time to help build their league strong! We do have an umpire clinic coming up out at Medical Lake, and we are talking about doing a coaching clinic this year. also do we want to do a mid-season tournament? Lets discuss! HI ALL, Please update and upload your ASAP safety plans --- ASAP (LOL) - we need to get all the safety plans in by March 15! EVERY LEAGUE NEEDS TO DO ONE! - here are some helpful hints on how to do it faster. And some notes on the new Diamond Leader Program - REMEMBER ALL COACHES / MANAGERS PARTICIPATING IN REGIONAL TOURNAMENTS HAVE TO ATTEND DIAMOND LEADER TRAINING. IT'S A GOOD IDEA TO GET ALL YOUR COACHES/MANAGERS IN THE DIAMOND LEADER PROGRAM NOW.. See notes below JP DA WA5/13 Quick changes or league information for your league on the following pages: (this will only take 10 to 20 minutes) SAFETY PLANS ARE DUE BY April 1st. Feel free to have a earlier deadline for your district. Page 1: Add your league name and league ID Page 2: Add your league name and 2023 board of directors contact information Page 3: Add Emergency phone numbers, hospitals, and neighboring Quick Care Centers. Page 7: Add the league's training dates, times and location. Page 9: To answer a frequent question. League's that do not have a concession area still need to include requirement 9. Please leave it in. Page 11: Add League Safety Officer information Page 16: Requirement 14. League are required to submit player, manager, player data for final approval on all Safety Plans. Please upload your rosters by APRIL 1, 2023, is the deadline for roster uploads for districts and leagues to qualify for early submission. Page 16: Requirement 15 Little League will require leagues to answer survey questions during the upload process in the Data center. Now that you have the league's safety manual completed. (this will take 10-15 minutes) 1. Print out a copy to use as reference. 2. Go to the Leagues DATA Center. (League Safety Officers your league President should have sent you log on access) 3. Start the upload process. It will prompt you for page numbers and training dates. 4. Answer the two questions required in requirement 15. 5. Click on the league's facility survey (5 pages) review it, make any changes, save it, and submit! BAM you are done! REQUIREMENT 14: Safety plans are not fully approved until the player registration and rosters have been uploaded. This will be needed to complete the last requirement so please make sure your player agent uploads rosters. Please follow up with the league's player agent and verify that he/she is uploading player and volunteer registrations after every signed update. The due date is APRIL 1, 2023, or two weeks after your draft Background Checks: Please make sure the league's JDP account is set and ready to go. All of the leagues should have background checks on the board members done by now. Please follow up and make sure this has been done. Concussion Policy: Each state has one. Please check your states current concussion laws. 2023 Season update - Little League

All Most of you have season registrations in full swing. Some things we need to think about: 1. Promoting the clinics we have scheduled. Are you pushing the coaching, umpire, and score keeping clinics in the front of mind? 2. ASAP plans --- get 'em done and save some money for everyone 3. Time for invoices for District assessments to go out. your ADAs will be contacting you about those - $750 per league this year. 4. How about mid-season tournaments? We can be flexible with the teams! - who wants to host and promote? 5. District tournament times and locations are almost set --- be aware of the NEW rules for managers and coaches, and players for District Tournament! 6. District 13 still has not had a League step up and say "yeah lets do it!" - TriCounty - where are you? Also I have talked to a couple of league board members around Spokane - seems as if there is great interest from several Spokane Indians players to return to Little League. This is interesting. Some of the things they are saying about the program are important differentiators between "travel ball" and "Little League" and I find it fascinating that teams/players want to come back to Little League after a couple years of "travel ball" style play. here are a few reasons they are giving: 1. If you are not in the "top 9" players, you often don't get playing time 2. No umpires, poor organization for playing the games 3. Not enough field time for practices 4. General disarray and approach is poor So let me ask you a question - if this is the case, then what actually makes this a "more competitive" organization? If you can't play and the games are poorly executed, the players don't get their best shot at developing. If your player sits on the bench and can't play. then what is the value in a "more competitive" league. none - because it's not. The rules of Little League actually get more playing time for players, better facilities, and a better directed program. So I am curious - has anyone else had any experiences this spring? Let me know your experiences with folks wanting to return to Little League this spring from the Spokane Indians program. The other thing to me that this indicates is a rising level of excellence the community is seeing in how you are running your leagues. keep it up! Lets play ball! Regards JP DA WA5/13

District 13 LL Update - Please read

Greetings All I am trusting you all have had a good Holiday season and are ready to jump into registrations. Many leagues have already started their registrations and are preparing for the 2023 season.. In looking at the Data Center, I am seeing a few things that need to be done: 1. Get your charters submitted as soon as you can. 2. Make sure you have your ASAP safety plans filed BEFORE MARCH 15 - Why is this important? 1) It gets your league compliant with the Charter, and 2) If we get 100% of the ASAP plans filed by MAR 15, we get a $600 rebate credit from Little League (we can use it to by banners, trophies, LL awards, add it to the District treasury for scholarships, and more.) 3. Go in to the Data Center and CONFIRM all of your officers. Some of you have duplicates that the Data Center is noting and some have not confirmed your officers of the league (you'll see the notice when you log in as president or officer of the league. 4. We have a new league in our District, Sprague Little League! They will need games this year. so please stay in contact with them as they get themselves re-aligned in District 13. 5. Make sure you are aware of the new rules Little League has enacted this year. We went over most of those in the Winter Meeting. 6. I will be setting up a Zoom meeting in Feb that ALL Presidents should attend and as many board members as possible. Expect it around the 15-20th - I'll send out more notices as the time gets closer. One issue we have is we don't have a confirmed location for District tournament this year. Is Tri-County-Deer Park interested in hosting the District tournament in late June? West Plains will be hosting the State Juniors Tournament this year in mid-July. we are excited about that. They have great fields there and a good team of people to put it on. Also note, this year IT IS A REQUIREMENT of Little League International that ALL All-Star Managers and Coaches attend the ON-LINE Diamond Leader course.
