Hi All, In this update: * Training Document and League Organizer * Early Season Tournament * Umpire Training Weekend * Coaching Clinic * ASAP Plans Training Document and League Organizer After meeting with a League in Dist 5 last night via Zoom it was surfaced that a good idea might be to send out a document called "A Year in the Life of A Hometown Little League" - which is a document produced by Little League to help leagues know what to do every month of the year. Please find it attached. It's a great resource for Leagues to plan their year and to get Boards all in "sync" to have a successful season. Please take the time to read, it's extremely valuable. Early Season Tournament Also, an idea popped into my head after the call (naturally I don't get my good ideas until way after I should). BUT, how about we have a tournament in District 13 and District 5 early in the season where all the leagues get together for Minors, Majors, and Intermediate (and Softball)? And have an early season tournament? Asotin County LL used to have a "Spring Classic" that was held early in the year, and I don't know if they still do - BUT, a "Little League Tournament" may be a great way to kick off the season for several reasons. 1) It gets all the leagues to "know one another", 2) It helps with game count. a tournament actually counts as regular season games. 3) It gives the players exposure to other teams and differing skill levels 4) It can be used as a fund raiser for the host league. We could do this in mid-April on a Friday-Sat-Sunday - hold it in BOTH Districts separately, or just make it one huge tournament and both Districts play together. Someplace with lights would be nice as we could hold some night games. or maybe we shrink it down to just 2 divisions? Either way, it gets more games for the kids and maybe an early season trophy or medal? What do you all think? Umpire Training We have an umpire training scheduled for the weekend of March 26th and 27th. These are free to attendees. Our state umpire in chief Dennis Williams and an assistant are coming down for a training day. We will probably do a few hours in the classroom and a few hours on a field. I believe the training is scheduled to be held in Walla Walla at Pacific Little League on the 26th and in Liberty Lake Little League on the 27th. We will publish more details as the time gets closer. Please start lining up your umps to attend this training. Dennis has done one of these before for me and it was a tremendous value. I need to have a head count by March 1 so we know how many to prepare for. Coaches Training Both Districts expressed an interest in having coaches training this next year. Possible dates are just about ANY TIME in February or March. We can even have them the same weekend as the Umpire training if you like. I just need to get some input from you all as to when is best. The coaches training is designed for ALL AGE GROUPS. Each session is about 2 hours long and focuses on a division - by - division format. For the first two hours we will work on T-Ball coaching techniques (yes this is a very important stage of coaching development), then 2 hours on Coach Pitch, 2 hours on minors, 2 hours on majors, and 2 hours on Intermediate. We CAN do a Juniors coaching session if you like. This will focus on Baseball this year, and next year we hope to do baseball AND softball coaching clinics. PLEASE LET ME KNOW ASAP IF YOUR LEAGUE IS INTERESTED IN ATTENDING A COACHING CLINIC AND WHAT TIME FRAME SUITS YOU BEST. ASAP Plans Every League should have a Safety Officer. The role of the Safety Officer is defined on the Little League website https://www.littleleague.org/university/articles/safety-officer-local-league -role/ . It's an incredibly important role. We have a requirement to provide an ASAP safety plan each year. There are templates for this on the Little League Website - https://www.littleleague.org/downloads/creating-safety-plan/ and instructions as what to do. By getting your Safety Plan in place by March 1 each year, the DISTRICT gets a little bonus from Little League ($600) to help offset costs of operating the District, and Little League gets a break on insurance and such. there are also good reasons to go through this process and it is a REQUIREMENT of Little League that each year the ASAP plan is completed, trained, and submitted. (Each coach / manager/ board member are required to understand the contents of the safety plan). Please let me know if you are interested in being an "ADA" - Assistant District Administrator - we have lots of stuff coming up this year like Little League Congress and I'd like to get some of the District Assistants involved with running the District in 2022! All, Please find the attached ASAP Safety Plan Template. This is issued by LL as a "pre-approved" template for ASAP Plans. also see the communication below - it helps to outline the hows and whys of the ASAP process. You can upload safety plans NOW - if we do it NOW and get all leagues qualified by April 1, the District gets a rebate. and we can use it to purchase banners, trophies, etc.and to help offset District costs. JP Welcome to the 2022 season! First I would like to make the disclaimer that no official deadline dates for ASAP have been announced. All dates listed below are based on last years dates. As soon as they are announced I will update them. Typically the DATA center will let league's upload safety plans starting December 1. The information is for all of you and your leagues that would like to get a head start on safety plans. Our Region Goals: ~Implement high level safety structure across the regional program. ~ Every chartered Little League in the Western Region to have a fully approved Safety program by April 1, 2022 and qualify for the League early incentives $$$. (this includes uploading rosters) ~ Every District to achieve the District Incentive by having 100% early submission $$$. Communication is the key to getting every league to have a approved Safety plan. Some ways that you can help is to require your leagues have an approved safety plan before they can interleague; host district tournaments TOC, All-Star and any special games. Remind leagues that they must have an approved safety plan to host any tournaments above the district level. Best of all, leagues that meet the early incentive deadline will get FREE money back from their charter/insurance. Involve your District Safety Officers: The DSO should be the lead on your league's safety plans. DSO should help leagues with the following: 1. Help leagues create and implement a safety plan. 2. Follow up and track deadlines. 3. Review leagues safety plans. 4. Involve the leagues player agent and let them know that they are required to upload player data by the April 15th dead line date. This is requirement 14. Attached is a sample of our 2022 Western Region Safety Plan. Feel free to make your own or use this one. Do not take anything away from this safety plan but feel free to add to it. This plan covers the minimum requirements. Paper copies of your league's safety plan are mandatory to be handed out to each team. Post your final version on the leagues web page. Quick changes or league information for your league on the following pages: (this will only take 10 to 20 minutes) LEAGUE SAFETY PLANS ARE DUE BY APRIL 1st to qualify for the early incentive. (The due date for requirement 14 April 15, they must have all the other requirements satisfied to qualify for this) Quick changes or league information for your league on the following pages: (this will only take 10 to 20 minutes) Page 1: Add your league name and league ID Page 2: Add your league name and 2022 board of directors contact information Page 3: Add Emergency phone numbers, hospitals, and neighboring Quick Care Centers. Page 7: Add the league's training dates, times and location. Page 9: To answer a frequent question. League's that do not have a concession area still need to include requirement 9. Please leave it in. Page 11: Add League Safety Officer information Page 15: Requirement 14. League are required to submit player, manager, player data for final approval on all Safety Plans. Please follow up with your leagues. APRIL 15, 2022 is the deadline for roster uploads for districts and leagues to qualify for early submission. Page 16: Requirement 15 Little League will require leagues to answer survey questions during the upload process in the Data center. Now that you have the league's safety manual completed. (this will take 10-15 minutes) 1. Print out a copy to use as reference. 2. Go to the Leagues DATA Center. (League Safety Officers your league President should have sent you log on access) 3. Start the upload process. It will prompt you for page numbers and training dates. 4. Answer the two questions required in requirement 15. 5. Click on the leagues facility survey (5 pages) review it, make any changes, save it, and submit! BAM you are done! REQUIREMENT 14: Safety plans are not fully approved until the player registration and rosters have been uploaded. This will be needed to complete the last requirement so please make sure your player agent uploads rosters. Please follow up with the league's player agent and verify that he/she is uploading player and volunteer registrations after every sign up date. April 15, 2022 is the deadline. Background Checks: Please make sure the league's JDP account is set and ready to go. All of the leagues should have background checks on the board members done by now. Please follow up and make sure this has been done. Concussion Policy: Please review the specific concussion laws in your state. The WR Safety plan does cover the majority of the states written policy. It is up to each league's board of directors to know what the concussion law is in your state. Every state has one. Concussion Training: This is mandatory for all volunteers to do annually. CDC has free on line class that takes about 25 to 30 minutes. It is a state law. It is a requirement of all volunteers to do. The league is required to keep a copy of the volunteers certificate on file. I attached my completion certificate for reference. Hi All Please read the whole thing. Please update your "officers" in the Datacenter - I will be grabbing all the new officers for mailing lists in about 15 days so they need to be updated ASAP. Couple of reminders - if you want to drive volunteers to help: 1. COMMUNICATE VISION - understand what you want to do with your league in the "big picture" and LET PEOPLE KNOW what they can do to help, don't just say "we need volunteers" - no one will sign up. Have a plan, have positions, job descriptions, and expectations all mapped out. Then explain how them helping the league helps the community 2. Focus on the low end for now - T-Ball and coach pitch - start with the new parents and train them up right. Teach them that volunteering is a good thing, and important, and a big part of their own childrens' education and learning about being a part of bigger team. 3. If a coach wants to manage a Majors/Intermediate team, make it a requirement that they have umpires lined up for the next division down. They can be umps themselves if they like.but make sure they are aware they too are part of a bigger "team" 4. Employ a strategy of "meet the team night" - make it special! Make it for EVERYONE. I have templates of a couple different "meet the team" night events that seemed to work well. Cast about for volunteers there.. Umpire training has been requested by Dennis (UIC for the State of Washington) To be Sunday March 19 for the Spokane Area. ANYONE can attend. It will be an "All-Day" affair. He requested that we do it the day after he does the one in District 5 so that he doesn't have to make a second trip over to this side of the state. Please let everyone know in your leagues that this is going to be a free Umpire Clinic - For anyone who "passes" and agrees to volunteer for a league in the district I will provide them a new indicator, Little League umpire patch, and umpire cap. Perhaps their "host league" or their normal league can provide an umpire shirt/jersey of the appropriate color. Anyone 14 years old or older can attend. I am looking at setting the Coaches Clinic the next weekend in March on Saturday March 25 - Can we do it at Liberty Lake or South Hill? Someplace central? Or easy for everyone to get to ? The plan is : T-Ball at 8:30-10:00 , Coach Pitch at 10:30-noon Minors at 12:30 - 2:30 Majors at 3:00-5:00 Coaches/Managers should be at least 18 years old. Please ensure you have 2-4 kids for all ages to use as "practice" players.to use as "teaching" props.Any skill level is ok. This is going to be designed for appropriate skill level of coaches for each age group. If you have a "first time" coach/manager in Majors and above, you may want to rethink that strategy, but they are more than welcome to attend. You can send as many Coaches/Managers as you like to the clinic. Remember to try and get sponsors for T-Ball to cover 80-90% of the costs, then make the fact known that kids can join T-Ball for little or nothing. Get the T-Ball rosters as full as you can make them - then lets build the momentum up into the upper divisions. Regards JP

Greetings All, For all of you that attended the meetings on the 23rd and 30th - thank you VERY much - saves a great deal of time. Some of the things that got accomplished were: * Dates for Districts * Meeting the UIC for the State of Washington and getting some Umpire clinics scheduled. * Understanding how to put together our boards better * Strategy for building the league * Strategy for getting more volunteers * Funding Sources * Commitments to interleague play more, softball more, and additional divisions. * Commitment to coaches clinics * "Meet the team night" as a way of building community, volunteers, and making Little League exciting * Combined Teams and District Teams strategies and rules. Most who attended felt they learned something and got a few ideas that will help their leagues. I wanted to stress a couple of things: 1. Focus on building the T-Ball division. The guest speaker we had outlined a great strategy for building the league from the bottom up. As a reminder, what they had done in their league was to get local businesses to sponsor and underwrite teams to the point where the cost to get a T-Baller involved was $25 - and this year they were going to try to get it down to $15. The lower the cost of entry the better. Remember the story I told about how the PGA gives away golf to kids so they learn to love the game. Do the same with T-Ball. find sponsors to the point where kids can play for the lowest cost possible and get them in T-Ball. this also helps to start building your volunteer base as well. Also remember that you want to work a "5 year plan" - by getting more parents involved at T-Ball you naturally expand your volunteer base. do it consistently every year and you will being to build volunteers into the older divisions and league functions 2. Communicate vision - use the "Meet the team night" to recruit volunteers, build excitement, and set expectations for league operations, rules, post season and more. 3. Expand your leagues by adding divisions - Little League goes up to age 17. It has softball, and the best post season cycle in youth sports. Expand who you are serving. 4. Get the Community Involved - Build vision into your community leaders, meet with them regularly 5. Select the right people for the Board - get rid of "dead wood" and get people who are excited about building something and serving the communities where you live I am excited for the 2022 season! All, I wanted to try and attend all your Board meetings/General member meetings for Board elections this year. So please advise when those are. Also I wanted to remind you that we are having our District wide meeting Oct 30 at the Mirabeau Park hotel in Spokane Valley. It will be in the Lilac room starting at 10:00AM and be wrapping up at 2:00 PM. Lunch will be served. All presidents are requested to attend, and as many Board members that wish to attend may also attend. I would just ask that you give me a head count of who is coming from your league. BEFORE Oct 20th so I can make sure we have enough lunches ordered. If the president cannot attend, then PLEASE send someone from the Board who can carry the proxy vote for the league/President. All, I made an error yesterday on the date for the District Meeting, it is OCT 30TH at 10:00 at the Mirabeau Park Hotel Lilac room. I am having similar meetings for District 5 that I am having for District 13 - there is a week difference, but I use similar emails - just changed the venues and was supposed to change the date but I goofed. SO DISTRICT 13 - OCT 30th, 10:00 - Mirabeau Park Hotel - Lilac room, need head count for meals. Regards JP Dist 5/13 DA
